National Assembly supervises the real estate market and social housing

On the afternoon of June 8, with the majority of delegates in favor, the National Assembly passed a resolution on the 2024 supervision program. The National Assembly decided to conduct supreme supervision on two topics.

Topic 1 : Implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio -Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023 and related previous and subsequent periods.

Specifically, Long Thanh Airport project; North-South expressway project in the East phase 2017-2020 and 2021-2025; Ring Road 4 project - Hanoi Capital region; Ring Road 3 project in Ho Chi Minh City. Khanh Hoa - Buon Ma Thuot expressway project phase 1; Bien Hoa - Vung Tau expressway project phase 1; Chau Doc - Can Tho - Soc Trang expressway project phase 1.

Topic 2 : Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023 and related periods before and after.

At the same time, the National Assembly Standing Committee is assigned to supervise the remaining two topics, including:

Topic 3 : Implementation of policies and laws on public service units from the issuance of Resolution No. 19-NQ/TW dated October 25, 2017 to the end of 2023 and related periods before and after.

Topic 4 : Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023 and related periods before and after.

Regarding topic 1, there are suggestions that the implementation of some resolutions on important national projects should not be monitored, because the implementation time of these key projects is not enough to evaluate the implementation results.

The National Assembly Standing Committee found that, in addition to key projects that were completed on schedule and met quality standards, there are still a number of projects with slow disbursement rates, and the implementation process has encountered many difficulties and problems related to investors and contractors that have not been resolved promptly...

The National Assembly's supreme supervision of this topic will help the National Assembly members comprehensively assess the results achieved, clarify the shortcomings, difficulties, obstacles, causes, draw lessons and propose feasible solutions. At the same time, it is also consistent with the decision of the majority of National Assembly members (68.83%) when choosing to supervise this topic.

Regarding topic 2, there were suggestions to clarify the scope of supervision in terms of both content and time. The National Assembly Standing Committee said that it would direct the determination of focus and key points when drafting the Resolution on establishing a supervision team to submit to the National Assembly and when developing a detailed plan for the supervision team.

Regarding topics 3 and 4, the National Assembly Standing Committee said that currently, real estate business, social housing development and ensuring traffic order and safety are all urgent issues emerging in practice that need increased supervision.

In addition to the inadequate and inconsistent legal regulations, it is necessary to consider amending and supplementing related laws, through supervision to detect difficulties and obstacles in the implementation process. The dossiers of the draft Law on Real Estate Business (amended), the Law on Housing (amended) and the Law on Road Traffic Order and Safety will be an important source of information for the National Assembly and the National Assembly Standing Committee to conduct overall supervision of the implementation of policies and laws related to these contents.

The Standing Committee said that the results of the monitoring project will promptly correct existing shortcomings and limitations to contribute to bringing these laws into life soon.
