To ensure the smooth, effective and efficient operation of agencies and organizations in the two-level political system at the local level, on May 26, 2025, General Secretary To Lam signed and issued Regulation No. 294-QD/TW of the Central Executive Committee on the implementation of the Party Charter (referred to as Regulation 294). On June 9, 2025, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Instruction No. 06-HD/TW on a number of specific issues in implementing the Party Charter (referred to as Instruction 06).

The new regulations and guidelines on the implementation of the Party Charter have been updated, supplemented and are consistent with the new policies, regulations and conclusions of the Central Committee, the Politburo and the Secretariat. In particular, these documents are imbued with the General Secretary's guiding ideology on the revolution of streamlining and streamlining the apparatus of the political system.
Abolish regulations on district-level party organizations, determine authority and responsibility of committees at all levels
One of the remarkable and very important new points of Regulation 294 and Instruction 06 is to supplement, amend and define the Party's organizational system organized according to administrative units at commune, provincial and central levels.
Commune level includes: communes, wards, special zones. Provincial level includes provinces and centrally run cities. Eliminate regulations on district-level party organizations, including: districts, towns, provincial cities, and cities. At the same time, the regulations and instructions also add content on piloting the organization of commune and ward party committees directly under provincial and municipal party committees as party committees directly above grassroots party organizations. Provincial and municipal party committees decide to organize party organizations in special zones as directly above grassroots party organizations or as grassroots party organizations after receiving written consensus from the Central Organizing Committee.

This amendment and supplement is the basis to ensure the principles, political and legal basis for the consolidation, merger and establishment of 34 new provincial and municipal party committees; the establishment and piloting of new commune, ward and special zone party committees as the direct superior party committees of grassroots party organizations; and at the same time, ending the activities of the old district and commune-level party committees.
Regulation 294 and Instruction 06 have supplemented and unified the names of party committees and party organizations from the grassroots level to the party cell, corresponding to the contents of specific regulations and instructions. These are the direct superior party committee of the grassroots party organization, the party committee assigned authority at the grassroots level, the party committee assigned authority at the grassroots level on a pilot basis, the grassroots party committee, the grassroots party cell, and the party cell (not the grassroots party cell). In villages and residential groups, only party cells (not the grassroots party cells) can be established, and grassroots party cells directly under the party committees of communes, wards, and special zones cannot be established.
This supplement and amendment is to clearly define the authority and responsibility of Party committees and organizations at all levels and to be consistent with reality.
Lots of new content about congress organization
Regulation 294 and Instruction 06 stipulate the establishment of specialized agencies to advise, assist, and public service units of Party committees. Accordingly, the provincial level is allowed to establish 5 agencies and 2 public service units. The commune and ward levels are allowed to establish 3 agencies and 1 public service unit (if any). Special zones are allowed to establish a maximum of 4 agencies and 1 public service unit.
These are new additions, consistent with the arrangement, consolidation, and streamlining of the Party's advisory and support agencies and consistent with the practice of Party committees of communes, wards, and special zones.
Regarding congresses, additional regulations for newly established, merged, and consolidated party committees according to the Central Committee's policy shall be assigned delegates to attend the congress of party committees according to the Politburo's regulations. Provincial and communal party committees that are merged or consolidated shall hold congresses with two contents, not electing a new executive committee and a delegation to attend the congress at a higher level.
The Standing Committee of the immediate superior Party Committee will appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, and deputy chairman of the inspection committee of the new term Party Committee and allocate the number and appoint delegates to attend the congress of the superior Party Committee.
The new regulation also adds a method for calculating the order number and term of the Party Congress, Party cell and piloting the implementation of the term of the Party cell other than the grassroots Party cell as 5 years.

The new regulation supplements the provision that provincial Party Committees, municipal Party Committees, and Party Committees directly under the Central Committee issue model working regulations for grassroots Party Committees and Party cells (excluding the Central Military Commission and the Central Public Security Party Committee). Thus, according to the regulation, the Politburo issues model working regulations for 4 Party Committees directly under the Central Committee, and the Secretariat issues model working regulations for provincial Party Committees and Party Committees directly above grassroots Party organizations.
In addition to the above amendments and supplements, Regulation 294 and Instruction 06 also have some new and additional contents related to party members to protect the legitimate and legal rights and interests of party members. Typically, the admission of party members for students who are waiting for the decision to recognize their graduation and the transfer of official party activities for party members working at agencies, units, and enterprises if the total continuous labor contract period is 12 months or more. At the same time, the new regulations and instructions also omit some contents to reduce administrative procedures in the Party...
It can be affirmed that Regulation 294 and Instruction 06 have inherited the core contents, and at the same time have many important innovations and additions, meeting practical requirements in the new context when the two-level local government comes into operation. These innovations are expected to create major changes in Party building work, especially at the grassroots level.
