Completely remove difficulties and obstacles
Having moved to Khe Xong hamlet, Krong Klang town, Dakrong district for a long time, Mr. Ho Van Suong (born in 1987) and his wife still live on a piece of land without a land use right certificate. Thanks to the local government's timely support in carrying out legal procedures and completing paperwork, by the end of 2024, Mr. Suong received a land use right certificate and started building a house on an area of 72 m2.
“Along with financial support to build a new house, my family also received support to resolve land issues, so we had the opportunity to start building a new house. We are happy to live in a house that is warm in winter, cool in summer, and safe in storms,” said Mr. Suong.
In Dakrong district, there are more than 1,500 houses that need to be rebuilt or repaired. However, land issues are one of the biggest difficulties the district has encountered in implementing the program to eliminate temporary and dilapidated houses.
“To help families with difficulties related to land, the district has promoted, mobilized, and guided households to exchange land, split, transfer land use rights, and arrange land plots in accordance with land use planning. The locality has directed specialized departments and offices to strengthen support for resolving land issues to speed up the implementation of the program. With other difficulties, the district also has support, quickly and effectively resolved them so that families can start building houses smoothly,” said Chairman of the Vietnam Fatherland Front Committee of Dakrong District Ho Van Hieu.
In fact, the implementation of the program to eliminate temporary and dilapidated houses across the province has encountered many difficulties, especially in the two mountainous districts of Huong Hoa and Dakrong, where most of the houses in need of support are concentrated. Difficult traffic conditions and fragmented terrain have greatly affected the transportation of materials and construction progress.
Poor and near-poor households are mostly ethnic minorities living in border areas with low living conditions and income, so their own resources are very limited. Difficulties in land, legal procedures, limited ability to respond and changes in the list of supported subjects, along with difficult traffic conditions, fragmented terrain... are factors that cause delays and require multiple adjustments to the plan in the implementation organization.
Clearly identifying these issues, the provincial leaders, the Provincial Steering Committee for the Program to Eliminate Temporary and Dilapidated Houses, and the Vietnam Fatherland Front Committees at all levels, according to their assigned functions, have conducted many field inspections, promptly removed difficulties, and detected early problems for timely adjustment, especially in complex areas such as residential land planning, residential land allocation, etc. to ensure the completion progress, construction quality, and effectiveness of the program.
Chairman of the Vietnam Fatherland Front Committee of the province Dao Manh Hung said: Regarding the program of eliminating temporary and dilapidated houses and supporting housing for policy households and meritorious people, the direction and management work clearly demonstrated determination and unity with the motto "doing it, completing procedures, and removing difficulties and obstacles".
The province has also been flexible in handling situations arising at the grassroots level to help the program not stagnate, minimizing the waiting situation or dependence on intermediaries. Directing the mobilization and timely allocation of support resources from the central, local and socialized sources so that the program can be implemented seriously, methodically, to the right subjects, on schedule, effectively and create a spread in society.
PROGRAM TO ELIMINATE TEMPORARY AND DISASTER HOUSES ACHIEVE THE FINISH LINE EARLIER TARGETS As of June 23, 2025, the whole province had 2,274/2,374 houses for people with revolutionary contributions and martyrs' relatives newly built and repaired; 7,486/5,289 temporary houses, dilapidated houses for poor and near-poor households newly built and repaired. Responding to the emulation movement of the whole country joining hands to eliminate temporary and dilapidated houses of the Central Government in 2023-2024, the whole province had 1,860 houses completed and put into use in early 2025, 4,603 houses newly built in 2025. The program to eliminate temporary and dilapidated houses in Quang Tri province was completed before June 30, 2025, reaching the target 2 months ahead of the original plan (August 30, 2025). Up to now, 100% of districts, towns and cities in the province have met the progress requirements. |
Ensuring accuracy, openness and transparency
In recent times, the removal of temporary and dilapidated houses for poor and near-poor households in the province has been carried out democratically, publicly and transparently, ensuring progress and quality, promoting the efforts of families, the joint efforts of clans and the community. The implementation process adheres to the principle of "households that meet the conditions should do it first"; with the participation and supervision of the community, ensuring publicity, transparency, correct subjects and correct procedures.
According to Chairman of the Vietnam Fatherland Front Committee of the province Dao Manh Hung, up to now, the steering committee and members of the steering committee at all levels have conducted 47 inspections, focusing on inspecting communes with a large number of houses and communes with special difficulties to ensure construction quality, completion progress and effectiveness of the program; monitor, receive and resolve difficulties and recommendations of people related to the program, ensure housing support policies for people with meritorious services to the revolution and relatives of martyrs, poor households and near-poor households in accordance with the approved list.
The inspection was conducted comprehensively in both aspects: resource mobilization and allocation and organization of housing construction and repair. The Vietnam Fatherland Front Committees at all levels promoted the People's supervisory role, coordinated the review and verification of beneficiaries in accordance with regulations, and supervised the process of commencement, construction, acceptance and handover of houses.
Through practical inspection, many difficulties and problems at the grassroots level have been promptly recognized and resolved. The entire process of mobilizing, receiving and allocating resources is updated on the Provincial Relief and Charity Information Portal, creating conditions for people, organizations and donors to monitor and supervise, contributing to improving the openness, transparency and accountability of authorities at all levels.
Leverage the future
The program to eliminate temporary and dilapidated houses has brought about many positive changes, truly becoming a driving force for poor people to rise up and build a new life.
In the border commune of A Bung, Dakrong district, having a solid home is the dream of many people, including Mr. Ho Van Rach and his wife, in Cu Tai 1 village. Married for many years, the income from farming could not help the young couple have a more fulfilling life. After the birth of three children, Mr. Rach decided to go to the South to work as a laborer to earn money to cover the living expenses at home.
However, being far from home and having an unstable job made it difficult for him to concentrate on his work. “Before, when I worked far away, every time the rainy season came, I was worried about the cramped, dilapidated stilt house that would cause my children’s clothes and books to get wet. I felt sorry for my wife who was taking care of three children alone when their food and accommodation were not safe. Now, with the support of the Party and the State, my family has a solid house that ensures safety during the rainy season, and my children also have a proper place to study. Therefore, I feel more secure,” Rach confided.
Housing and livelihood support associated with sustainable poverty reduction has always been identified by provincial leaders, all levels and sectors as a core task and needs to be focused on to resolve thoroughly and effectively. Provincial Party Secretary Nguyen Long Hai affirmed: Eliminating temporary and dilapidated houses has become a comprehensive movement in recent times, creating a vibrant competitive atmosphere among all levels, sectors, localities, business communities and people across the province. This is considered a bright spot in sustainable poverty reduction.
In the coming time, Party committees, authorities, the Fatherland Front and socio-political organizations should focus on doing a good job of propagating the entire political system, especially the business community, organizations, individuals, philanthropists, and people of all walks of life to deeply understand the content, purpose, meaning, and humanity, creating a widespread influence to mobilize all resources from society, along with State resources to support housing construction for households in the emulation movement "Join hands to eliminate temporary and dilapidated houses" as well as other movements and campaigns.
According to Provincial Party Secretary Nguyen Long Hai, housing difficulties have been resolved, people are able to own new houses, thereby solving the difficult problem of housing. The important issue now is that people, having received such important "support", need to change comprehensively from awareness to action, not waiting or relying on the State but must strive to rise up on their own, make many contributions to society, and contribute to making the appearance of their homeland increasingly change and develop.
The work of supporting people after the demolition of temporary and dilapidated houses must be carried out with the highest sense of responsibility, in the most profound and practical way, taking people's satisfaction and stability of life as the measure of results. Strengthen the supervisory role of the Vietnam Fatherland Front and organizations in the implementation process, ensuring publicity, transparency and the right beneficiaries.
In addition, the province will also integrate the temporary and dilapidated housing elimination program with socio-economic development programs, especially the sustainable poverty reduction program, to improve overall effectiveness. “The temporary and dilapidated housing elimination program is a program for the people, for the poor, and for the sustainable development of Quang Tri province. All levels and sectors need to continue to take drastic action, while ensuring publicity and transparency in selecting beneficiaries so that no one is left behind.
The provincial leaders also called on businesses, organizations and individuals inside and outside the province to continue to accompany the program, thereby multiplying joy and happiness in the houses of love. The results achieved in the implementation of the program to eliminate temporary and dilapidated houses have contributed significantly to the goal of building Quang Tri to become more developed, civilized and prosperous", emphasized Provincial Party Secretary Nguyen Long Hai.
