Sam Son City is one of three localities in Thanh Hoa province implementing Decision No. 05/2019 of the Provincial People's Committee on the scope, routes and pilot operation time of 4-wheel electric passenger vehicles in tourist areas in the province. There are currently 5 electric vehicle service businesses in the area with a total of 474 vehicles.
According to the provisions of Decree 165/2023/ND-CP of the Government (effective from February 15, 2025), four-wheeled motor vehicles are only allowed to operate on roads with signs indicating a maximum speed of 30km/h applicable to all vehicles participating in traffic.
However, the implementation of speed limit signs on current roads has caused problems, due to affecting the traffic of many other vehicles in the city.
Faced with this reality, the People's Committee of Sam Son City has agreed to temporarily install additional speed limit signs of 30km/h on Thanh Nien, Ho Xuan Huong and East-West herringbone branch routes. The application period will be until the end of September 2025.

In the long term, the city will tighten management, prevent the emergence of new vehicles and gradually narrow the scope of operation of this type of vehicle towards switching to environmentally friendly tourism services.
