On June 17, the Department of Culture, Sports and Tourism of Thanh Hoa issued Official Dispatch No. 2948/SVHTTDL-QLDL on the implementation of legal regulations on prices in tourism service business activities in the province.
According to the content of the dispatch, recently, the Department of Culture, Sports and Tourism of Thanh Hoa received feedback from tourists about tourism businesses in the province violating the law on prices such as: Not posting prices, selling at higher prices than listed prices, providing unclear information about prices, forcing prices; in particular, some establishments have offered travel combos and have "requested", "conditional", "forced" customers to buy one or more other services as a condition for booking a room during the peak tourist season. The above acts show signs of violating the Law on Consumer Protection, affecting the image and culture of Thanh Hoa tourism .
In order to promptly rectify the above situation, at the same time build an equal and healthy business environment; ensure the legitimate rights of people and tourists; ensure the legitimate rights and interests of enterprises and tourism service establishments, and comply with the law, the Department of Culture, Sports and Tourism of Thanh Hoa province requests the People's Committees of districts, towns and cities; People's Committees of communes and wards to review and count accommodation establishments, rest stops, and tourism service establishments in the management area; strengthen inspection, control, and guide establishments to comply with the provisions of law on prices, comply with regulations on registration, public posting of service and goods prices, and sell at the correct listed prices.
Promote propaganda and mobilize tourism service businesses in the area to improve tourism service business facilities and landscape and environment; ensure all necessary conditions with service quality commensurate with the listed price of products and services.
Coordinate with Market Management Teams in the area - Thanh Hoa Market Management Department to do a good job of inspection, control, and strictly handle price violations, especially the following errors: Not posting prices; selling goods, charging for services higher than the listed price; raising prices, forcing prices, forcing customers to order food at tourist accommodation establishments...
Coordinate with the Department of Construction, the Market Management Team in the area - Thanh Hoa Market Management Department to strengthen the inspection of the implementation of declaration and posting of fares of means of transport business (taxi, electric car...) in tourist areas and spots in the management area; strictly handle acts of unreasonable price increases, collusion to add additional fees outside the listed prices to collect higher fees; acts of "persuading" and "leading" customers to receive "commissions" from shopping establishments, restaurants and hotels.
Proactively guide units providing “vacation ownership” services, especially at the system of privately owned apartments and beach villas in the FLC Sam Son resort complex, Flamingo Hai Tien, Hung Son villa area (Dai Hung commune, Sam Son)... to ensure compliance with legal regulations and quality of products and services provided to consumers.
For the Management Board of tourist areas and attractions, strictly implement the provisions of the law on taxes and entrance fees. Issue regulations and rules for managing tourism services and tourist guide services; comply with the provisions of the law on posting and publicizing ticket prices and prices of products and services under the scope of management.
For tourism service businesses and travel agents, strictly list and sell at the listed price; do not list prices in foreign currency; avoid ambiguous and opaque price information in the trading activities of tourism products and services, such as: Consulting as "full package tour/service" but not specifying what services are included and what services are not included, easily making customers misunderstand that it is all services related to the trip or vacation; Selling "Combo" but in essence, customers who want to use this service are forced to use other services; Advertising accommodation facilities with star ratings but in fact have not been recognized by competent authorities, or have been recognized but expired; or vaguely "equivalent" to star-rated hotels...
Take measures to rectify, control and strictly manage sales agents, officers and employees to comply with the unit's sales regulations and policies.
Be ready to sell rooms to customers when there are still rooms available, do not take advantage of the high demand for tourism during peak season to create virtual scarcity, forcing customers to book rooms and other products and services through combo packages of tourism services, cheap tours, "0 VND" tours...
Strictly comply with tax regulations; food service businesses must make electronic payments initiated from cash registers.
Travel and accommodation service businesses and other units providing “vacation ownership” services must advertise and provide complete and accurate information; establish clear vacation purchase contracts, without any terms that are unfavorable to consumers such as limiting the buyer’s right to complain or sue, etc.
Be alert to acts of taking advantage of artificial intelligence (AI) technology to impersonate tourism service businesses or travel agents to defraud, profit, and appropriate property such as: posting articles advertising the sale of tours, hotel rooms, cheap airline tickets on the Internet and social networks, asking victims to transfer deposits with unusual and unreasonable regulations to appropriate; faking websites/fanpages and social network accounts of tourism service establishments, faking photos of receipts, payment invoices, stamps and asking people and tourists to transfer money to pay for tours, room reservations, tickets, etc.
