Singapore has just licensed the import of 1.2 GW of low-carbon electricity, mainly wind power, from Vietnam.
At the Singapore International Energy Week on October 24, Singapore's Second Minister for Trade and Industry Tan See Leng said that the Energy Market Authority (EMA) has granted Sembcorp Utilities a conditional license to import electricity from the Vietnam Petroleum Technical Services Corporation (PTSC).
The electricity imported from Vietnam, transmitted via a new 1,000km submarine cable, could meet 10% of Singapore’s annual demand. The island nation has previously signed similar agreements to import clean electricity from Indonesia (2GW) and Cambodia (1GW).
Thus, imported electricity will account for about 30% of Singapore's total energy source by 2035. This is to help the country achieve net-zero CO2 emissions by 2050 as committed by the Government .
Sembcorp said power purchases could begin as early as 2033, subject to government approval.
Sembcorp and PTSC will embark on developing the project proposal and work towards obtaining a conditional licence and import licence from the EMA, as well as an export licence from Vietnam.
Previously, on February 10, during Prime Minister Pham Minh Chinh's official visit to Singapore, PTSC and Sembcorp signed and awarded a Joint Development Agreement (JDA) on investment cooperation and electricity export to Singapore from renewable energy sources offshore Vietnam. The two will cooperate exclusively to invest in a project to produce about 2.3 GW of electricity and export it via a high-voltage submarine cable, meeting Singapore's clean electricity needs from 2030.
On August 29, the Vietnamese Ministry of Natural Resources and Environment granted a survey license to PTSC to monitor, investigate, and assess marine resources. Sembcorp Utilities was also granted a letter of intent to approve the project by the Singapore Ministry of Industry and Trade.
The areas surveyed for wind power by the joint venture are located offshore of Ba Ria - Vung Tau province.
Sea area No. 1 consists of 2 zones with an area of 89,027 ha, and a depth of 20-35m (according to Hon Dau elevation system). Sea area No. 2 consists of 2 zones with an area of 98,897 ha, and a depth of 50-65m (according to Hon Dau coordinate system).
