The State Bank of Vietnam (SBV) issued Circular 17 regulating the opening and use of payment accounts and Circular 18 regulating bank card activities, aiming to control transactions more closely and minimize fraudulent activities through the banking system.
Accordingly, from January 1, 2025, if the owner has not authenticated biometrics with the bank, he/she will not be able to make online transactions (schedule automatic bill payments, make online payments on e-commerce sites, pay by swiping/touching, linking cards to wallets, etc.). It is even impossible to use ATMs/CDMs to deposit/withdraw money across the entire system; money can only be deposited/withdrawn/transferred at the bank's transaction counter.
In addition, if the identification document expires, users cannot make any transactions with their accounts, debit cards and credit cards without updating new documents with the bank.
