Forward Command Center meets to respond to storm No. 3

On September 7, comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister chaired an online meeting of the Forward Command Center (located in Hai Phong city) to listen to a report on the response to storm No. 3 with 5 provinces and cities: Quang Ninh, Hai Phong, Thai Binh , Nam Dinh, Ninh Binh.

Attending the meeting at the Ninh Binh Provincial Military Command were comrades: Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Dinh Cong Thanh, member of the Provincial Party Standing Committee, Commander of the Provincial Military Command; leaders of relevant departments and branches, and the Provincial Border Guard Command.

At the conference, delegates listened to the latest information from the National Center for Hydro-Meteorological Forecasting, the location of the storm's eye, and reports on the response to storm No. 3 in provinces and cities directly affected by the storm.

Accordingly, the storm will make landfall, with the center of the storm between Hai Phong and Quang Ninh, with the focus being Quang Yen, Bai Chay, Cat Ba, Ha Long of Quang Ninh province; An Lao, Tien Lang, Hai An, Do Son of Hai Phong. The strongest time is from 12-14 pm. After storm No. 3 makes landfall, the wind speed will remain at level 12-13, gusting to level 14-16, and will gradually decrease by about 16 pm. Inland areas, the wind speed will gradually increase, especially in Hanoi , from 15 pm there will be strong winds of level 6, gusting to level 9-10, lasting until 19 pm.

Regarding the rain forecast, the provinces of Quang Ninh, Hai Phong, Nam Dinh, and Thai Binh will have the most rain. The provinces and cities of Hanoi, Hai Duong, Bac Giang, Bac Ninh, and Thai Nguyen will have rain lasting until the end of the night of September 7. The rain will then spread to the northern mountainous areas and the Northwest until the end of September 8. Initial damage recorded in localities is the situation of trees and electric poles falling, roofs being blown off, glass broken in some high-rise buildings, and some barges and boats drifting. Many places in Quang Ninh and Hai Phong have lost power and the communication system has been interrupted.

The Deputy Prime Minister also requested the hydrometeorological agency to provide accurate information on the developments and scope of impact of storm No. 3 after it makes landfall, on wind levels and rainfall so that urban areas, densely populated areas, midland and mountainous areas in the North can proactively develop plans to mitigate damage caused by fallen trees, electric poles, roofs blown off, houses collapsed, and flooding; and prevent flash floods, landslides.
