The new commune and ward apparatus is ready.
According to the Project on the arrangement of commune-level administrative units in Soc Trang province, after the merger, the province will reduce from 108 communes and wards to 43 communes and wards, including 8 wards and 35 communes (with 4 communes remaining the same). Mr. Dang Thanh Quang, Director of the Department of Home Affairs of Soc Trang province, said: the province has completed the arrangement of personnel for department-level leaders, equivalent and civil servants; specific personnel for each job position have also been determined. To date, the Department of Home Affairs has completed 42 sets of documents on the establishment of specialized agencies under the People's Committees of new communes and wards (except for Phong Nam commune, which did not establish a department) to submit to the People's Councils of new communes and wards for approval. The province has also completed 42 sets of draft Project on the establishment of Public Administration Service Centers, to submit to the People's Committees of new communes and wards for decision on establishment and have specific personnel plans for the center.
As of June 2, Soc Trang province has completed the task of guiding the statistics and packaging of documents for 11 districts, towns, cities and 108 communes, wards and townships. The province will organize the sealing of the above documents and collect documents from specialized departments under the district People's Committees for centralized management at the province's specialized archives. Commune-level documents will be handed over to the new communes and wards after the merger for continued management according to regulations; documents from provincial agencies and units will be sealed, confirmed in volume and handed over to the new province after the merger for continued management.
Regarding the implementation of policies and regimes, the Department of Home Affairs of Soc Trang province said that it has so far received 882 applications for resignation according to the policy (408 applications at the provincial and district levels, and 474 applications at the commune level). The above cases have completed appraisal and submitted to the Provincial People's Committee for consideration and approval.
No loss or waste
According to the report of the Department of Finance of Soc Trang province, through the synthesis of investors, the whole province has 14 projects affected by the process of restructuring the apparatus and administrative units at all levels, of which 3 projects have to adjust the investment scale, 11 projects have to carry out procedures to stop the policy.
Mr. Duong Van Ngoanh, Director of the Department of Finance of Soc Trang province, shared that to avoid affecting the progress of project implementation, the department has proposed the following principle: the provincial budget capital will be transferred from the People's Committee of the district as the investor to the Project Management Board 1 of the province to continue implementation; the district budget capital will be transferred from units under the People's Committee of the district to the Project Management Board 1 of the province to continue implementation; the commune budget capital will be transferred to the People's Committee of the new commune (where the project is implemented) to continue implementation.
After reviewing, the province has a total of 124 real estate facilities at the district and commune levels. The Department of Finance proposed to hand over 79 real estate facilities to 43 communes to arrange as working offices, the remaining 45 real estate facilities will be handed over to the People's Committee of the new commune level (where the real estate facilities are managed) for internal regulation for continued use. Regarding public vehicles, after reviewing, the province has 51 vehicles for work (proposed to transfer 33 usable vehicles to 31 communes and wards), 37 specialized vehicles (proposed to transfer 19 usable vehicles to commune level for management); damaged vehicles that are no longer usable (36 vehicles) will be recovered and liquidated according to regulations.
Mr. Tran Van Lau, Chairman of the People's Committee of Soc Trang province, informed: Up to now, the final preparations for the province's merger and the arrangement of communes to come into operation from July 1, 2025 have been basically completed by the departments and branches, ensuring the progress of the assigned plan. The province strives to have the new commune and ward-level apparatus put into operation smoothly before July 1, 2025, without leaving any legal gaps or work interruptions in accordance with the direction of the Central Government. Regarding public assets such as headquarters, public land, public vehicles, etc., the province will make specific statistics, on that basis, have a plan for appropriate use and handling, in accordance with the provisions of law, avoiding loss and waste.
