(Dan Tri) - The Ministry of Home Affairs requested the People's Committees of provinces and centrally-run cities to temporarily suspend the organization of the Patriotic Emulation Congress at district and commune levels until the arrangement and organization of administrative units are completed.
Minister of Home Affairs Pham Thi Thanh Tra has signed an official dispatch to the People's Committees of provinces and centrally-run cities regarding the temporary suspension of the organization of the Patriotic Emulation Congresses at district and commune levels.
Previously, on May 20, 2024, the Central Emulation and Reward Council issued Plan No. 01/KH-HDTDKT on organizing Patriotic Emulation Congresses at all levels, towards the 11th National Patriotic Emulation Congress in 2025.
On May 21, 2024, the Ministry of Home Affairs also issued Instruction No. 2823/HD-BNV to implement this plan, which plans to organize district and commune-level congresses in the first and second quarters of 2025.
However, implementing Conclusion No. 127-KL/TW dated February 28 of the Politburo and the Secretariat on continuing to reorganize the political system, including the policy of "researching the orientation of merging some provincial-level units, not organizing at the district level, merging some commune-level units, implementing the 2-level local model" and "temporarily suspending the organization of party congresses at the commune and district levels".
Therefore, the Ministry of Home Affairs requested the People's Committees of provinces and centrally-run cities to direct the temporary suspension of the Patriotic Emulation Congresses at district and commune levels until the completion of the arrangement and reorganization of administrative units.
The Patriotic Emulation Congress at the provincial and municipal levels is still scheduled to be held in the fourth quarter of 2025.
