The Provincial People's Committee has just issued a document on strengthening the management, protection and promotion of intangible cultural heritage values in the province.
Accordingly, Chairman of the Provincial People's Committee Doan Anh Dung assigned the Department of Culture, Sports and Tourism, People's Committees of districts, towns and cities, according to their assigned functions and tasks, to coordinate and effectively implement activities to protect and promote heritage values in accordance with the National Action Program that the Vietnamese Government has committed to with UNESCO for heritages listed by UNESCO, specifically the art of Southern amateur music and the traditional pottery art of the Cham people in Binh Duc village, Phan Hiep commune, Bac Binh district. The protection measures are recorded in the scientific dossier for the heritages included in the National List of Intangible Cultural Heritage, including the traditional pottery craft of the Cham people in Binh Duc village, Phan Hiep commune, the Cau Ngu Festival at Van Thuy Tu, Duc Thang ward, Phan Thiet city, Binh Thuan province, the Dinh Thay Thim Festival in Tan Tien commune, La Gi town and the Kate Festival of the Cham people in Binh Thuan province.
Along with that, the cultural sector and localities should strengthen propaganda, popularize laws, and provide professional guidance on protecting and promoting the value of intangible cultural heritage. Raise awareness among artisans, practitioners and the community about the value of intangible cultural heritage; take measures to remind and discipline artisans and practitioners, especially artisans who have been awarded honorary titles by the State, for participating in activities that distort and practice heritage incorrectly. Artisans need to enhance their role in teaching heritage and set an example in correct practice to preserve intangible cultural heritage.
Focus on inspection, examination, prevention, and timely and strict handling of acts of taking advantage of the practice, protection, and promotion of intangible cultural heritage values for personal gain, superstitious activities, and other illegal acts, acts that distort the value of intangible cultural heritage, such as practicing heritage that is not true to the nature and traditional characteristics of the heritage; changing, adding new elements, and performing heritage without the consensus of the community; performing heritage outside the scope of the heritage's practice space; taking advantage of the heritage title to organize meetings, introductions, and training events on heritage without the full understanding of the community, which is not in accordance with the spirit of the 2003 Convention and the Law on Cultural Heritage.
