Speeding up site clearance for North-South high-speed railway project

TPO - The site clearance for the North-South high-speed railway project has been separated from the investment project and assigned to provinces and cities. Therefore, local leaders must directly direct the implementation, to simultaneously clear the site from August 19.

Recently, at the meeting of the Steering Committee for key railway projects, Prime Minister Pham Minh Chinh requested localities to simultaneously clear land for the North-South high-speed railway project from August 19. The Prime Minister said that the site clearance component has been separated from the North-South high-speed railway project and assigned to provinces and cities to implement. Therefore, local leaders must directly direct the implementation.

In Hanoi , according to the pre-feasibility report, the total length of the North-South high-speed railway running through the city is nearly 28km. Recently, voters in Hanoi proposed that ministries and branches soon set up boundary markers and site clearance for the North-South high-speed railway so that people can grasp the information and have appropriate production and business plans.

Regarding this content, the Ministry of Construction said that the site clearance part carried out by Hanoi City and localities where the project passes through will be basically completed by December 2026.

In Thanh Hoa province, the North-South high-speed railway project through the province is over 95km long, passing through 7 wards and 11 communes. The total land area in Thanh Hoa province affected and having to be recovered is nearly 573 hectares; the number of households that have to move and resettle is expected to be over 2,100 households.

Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem said that the locality is investing in infrastructure for 39 resettlement areas in 16 wards and communes with an area of 300 hectares, with a total implementation cost of about 3,873 billion VND. To date, the province has completed the construction of infrastructure for 1 resettlement area; completed procedures and approved designs, and is conducting site clearance for 8 areas...

In the Central region, the People's Committee of Hue City has just submitted a document to the People's Council of Hue City on the advance of 60 billion VND of the city budget in 2025 to implement projects to build resettlement areas and cemeteries to serve the site clearance for the North-South high-speed railway. It is known that after reviewing, Hue City needs to implement 4 investment projects in resettlement areas and cemeteries, with a total investment of nearly 1,500 billion VND.

In Ho Chi Minh City, the project's scope of implementation in the city is about 110 hectares. The total preliminary budget for compensation, support and resettlement for the section through Ho Chi Minh City is expected to be nearly VND2,576 billion; of which, the cost of compensation and resettlement support is more than VND2,110 billion.

Currently, Ho Chi Minh City has reviewed and determined the number of affected houses and lands is about 200. The city plans to arrange 106 apartments in Linh Trung apartment building, 94 cases receiving resettlement land are expected to be arranged in Long Binh - Long Thanh My area.

Trying to 'finish' before December 2026

According to the Ministry of Construction, the North-South high-speed railway project starts at Ngoc Hoi station, Hanoi, ends at Thu Thiem station, Ho Chi Minh City; passes through 20 provinces and cities (after the administrative unit arrangement, there will be 15 localities left). The project scale includes 23 stations, including 5 freight stations. The preliminary land use demand is nearly 10,830 hectares. It is expected that more than 120,800 households will have to be resettled.

In Resolution 106/NQ-CP on the Plan to implement the investment policy for the North-South high-speed railway project, dated April 23, 2025, the Government assigned the Ministry of Construction to review and hand over preliminary design documents and land acquisition boundaries for localities to develop plans, implement resettlement and compensation work.

Up to now, the Ministry of Construction has handed over documents to 20 localities and recommended that localities focus on reviewing and adjusting urban-rural planning, land use plans, determining locations and establishing resettlement area construction projects...

The Ministry of Construction will be responsible for completing the system of technical standards and regulations before July 20. The Ministry of Science and Technology will appraise and announce the standards before August 10.

According to the plan, localities are required to complete basic compensation and resettlement support before December 2026 to hand over the site to the construction contractor.

The North-South high-speed railway project was approved by the National Assembly in November 2024 with a total preliminary capital of about 1.7 million billion VND. The route is 1,541 km long, double-gauge 1,435 mm, and has a design speed of 350 km/h. In addition to public investment, the National Assembly has allowed the project to be implemented in the form of public-private partnership (PPP) or business investment.

Regarding site clearance for the North-South high-speed railway project, Nghe An province plans to build 30 resettlement areas with a total area of over 102 hectares, costing VND1,450 billion; Quang Tri province plans to build 51 resettlement areas with a cost of about VND3,180 billion; Ha Tinh plans to build 35 resettlement areas.
