The Government has just issued Decree No. 75/2023/ND-CP amending and supplementing a number of articles of Decree No. 146/2018/ND-CP, detailing and guiding the implementation of a number of articles of the Law on Health Insurance (HI) with many new points, towards increasing benefits for HI participants.

Accordingly, this decree will strengthen the responsibility of medical examination and treatment facilities in complying with regulations on procurement and bidding to ensure the supply of drugs, chemicals, medical supplies, medical technical services, etc. with quality, efficiency and economy.
The Decree also stipulates that medical examination and treatment facilities must review and promptly issue procedures, professional instructions, and measures to prevent abuse and profiteering of the health insurance fund; regularly inspect, review, and verify increased health insurance examination and treatment costs at the facility upon request and warning from the social insurance agency.
The Decree also increases the rights of health insurance-covered medical examination and treatment facilities. Accordingly, health insurance-covered medical examination and treatment facilities are provided with timely information when the health insurance appraisal information system detects an increase in health insurance-covered medical examination and treatment costs higher than the average cost of health insurance-covered medical examination and treatment facilities of the same class, same level, and same specialty, so that they can promptly review, inspect, and implement appropriate adjustment solutions.
