The family of Ms. Duong Thi Sang, Da Tron village, Dong Tho commune, used to live in a cramped, dilapidated old house; they were poor and could not afford to build a new house. From the capital of the national target program, her family received 50 million VND in support along with the help of relatives to build a new, solid house with an area of 90 square meters. "With a solid house, we no longer have to worry when storms come. My children have a place to study properly, I have more motivation to do business and escape poverty," Ms. Sang emotionally shared.
The family of Mr. Duong Van Binh in village 2, Thuoc Thuong, Ham Yen commune also received financial support from the national target program to build a house. For many years, his family has lived in an old, dilapidated house, and every time it rains heavily or the wind is strong, they are always worried. In 2024, with support of 50 million VND, he borrowed an additional 100 million VND and asked people and relatives to help with labor and materials to build a new house. Mr. Binh said that everyone in the family was very happy when the long-cherished happiness came true. This is a great motivation for the family to stabilize their lives and confidently develop the economy .
According to Deputy Director of the Department of Ethnic Minorities and Religions of Tuyen Quang Province, Hoang Thi Tham, implementing the program to eliminate temporary and dilapidated housing is a key content to help ethnic minorities improve their lives soon, gradually narrowing the gap in living standards. Grassroots cadres in communes in the province have had many good ways, suitable to actual conditions, to mobilize and propagate poor households to seize opportunities, take advantage of support capital from the State and the community to build and repair dilapidated houses. Localities have coordinated to allocate support resources for poor households from capital sources of National Target Programs. Propaganda and mobilization work has been carried out synchronously by the entire political system to clearly state the goals, importance and profound humanistic meaning of the policy, creating a widespread influence among the people.
Thanks to the synchronous implementation of the program, the ethnic minority areas in Tuyen Quang province have had many positive changes. Vocational training continues to be promoted, contributing to improving labor skills and creating sustainable livelihoods. The preservation of cultural heritage associated with tourism development has been effectively implemented, contributing to local socio-economic development.
According to statistics before July 1, 2025, the total capital allocated to implement the program in the province from 2022 to the end of April 2025 is more than 3,137 billion VND. After 4 years of implementation, the poverty rate in ethnic minority areas has decreased by an average of more than 7% per year. Some targets have exceeded the set plan, such as: Housing support reached 103%; decentralized domestic water support reached 103%; forest protection contract support reached 74.1%; forest protection support reached 57.1%; production forest planting support reached 104.3%. The rate of communes with hardened roads from the district to the center reached 100%; the rate of villages with car roads to the center reached 100%. Education in ethnic minority areas is focused on with the rate of primary school age students attending school reaching 99.7%, and secondary school reaching 95.6%...
Despite achieving good results, there are still some difficulties in the implementation of the program, such as: The progress of implementing projects, sub-projects, and program components is still slow. The disbursement rate of career capital according to the assigned plan is still low. Some goals and targets have not been achieved compared to the requirements set at the beginning of the period. Some policy contents of the program are still stuck in the mechanism and cannot be implemented. The inspection, urging, and removal of difficulties to speed up the disbursement progress of capital are sometimes not regular and timely...
According to comrade Hoang Thi Tham, to effectively implement the program, all levels and sectors need to strengthen propaganda, mobilize people to participate and supervise implementation at the grassroots level; promote the role of cadres in directing and advising. Localities should proactively integrate resources, prioritize difficult areas, promptly propose to perfect mechanisms and policies suitable to reality. Authorities need to speed up disbursement progress, strengthen inspection, remove obstacles and improve the effectiveness of supervision and social criticism.
