After studying the Draft Political Report of the Executive Committee of the Hue City Party Committee, term XVI, presented to the 17th Hue City Party Congress, I highly appreciate the elaborate preparation, tight structure and strategic vision of the document, especially in the orientation of socio-economic development to 2030. The report has highlighted outstanding achievements, from economic growth, industry restructuring to investment attraction and development of high-quality human resources. However, from the perspective of the business community, I would like to propose some ideas to contribute to perfecting the document, creating a breakthrough for business development and promoting the local economy in the coming term.

In the context of global economic fluctuations, the city needs to more clearly identify key economic sectors that can create high added value and effectively use investment resources. In addition to traditional strengths such as tourism and services, priority should be given to developing new areas such as night-time economy, green economy, circular economy and digital economy, etc. to enhance competitiveness and affirm Hue's position on the regional and international economic map.

The business community hopes that the draft will focus on administrative procedure reform, comprehensive digital transformation, and use business satisfaction as a measure. The city needs to publicize annual administrative reform indicators, reduce costs and time in accessing land, granting investment licenses, connecting infrastructure, etc. These reforms will be the "key" to removing bottlenecks, attracting investment, and developing businesses.

The draft needs to clearly show the orientation of attracting FDI projects with high technology content, environmental friendliness and deep participation in the global value chain. It is necessary to build a competitive incentive mechanism to invite large corporations and leading enterprises to choose Hue as an investment destination. The formation of industry clusters and production chains - especially in the fields of supporting industry, agricultural processing, and smart tourism - will create a boost to improve productivity and overall competitiveness of the local economy.

The document should emphasize more on the role and policies to support private enterprises, especially small and medium enterprises - the main force promoting innovation, job creation and sustainable growth. The city should continue to build an effective startup ecosystem, support access to capital, digital transformation consulting, prioritize land funds, and have separate incentive mechanisms for innovative enterprises, green technology enterprises, enterprises owned by women and social enterprises. At the same time, ensure equality in access to resources, from credit to export support programs and human resource training.

I appreciate the fact that the Draft Political Report identifies the development of high-quality human resources as a key program. However, for this program to be truly effective, the training of high-quality human resources must be compatible with the fields that the city prioritizes to attract investment. Training should not only stop at improving general qualifications, but also be linked to practical needs, prioritizing applied skills in technology and production. Only then can high-quality human resources truly become a "launching pad" to help businesses expand production, attract large investments, transfer technology and access international markets.

At the same time, in the context of strong digital transformation, Hue needs to build a roadmap for synchronous digital infrastructure development, promote the application of new technologies, develop an innovation ecosystem, business incubators, and connect scientists - entrepreneurs - investors. I propose that the city pay attention to developing a team of cultural entrepreneurs, promoting the social responsibility of enterprises, building the image of Hue enterprises as dynamic, creative, integrated but rich in identity. The city also needs to prioritize programs to support enterprises in adapting to economic fluctuations, improving risk management capacity, sustainable development, and being environmentally friendly.
