Establishing a free trade zone is a breakthrough for Da Nang.

On the morning of July 29, Vice Chairman of the National Assembly Tran Quang Phuong attended and spoke at the opening session of the 19th Session of the 10th Da Nang City People's Council, term 2021-2026.

Vice Chairman of the National Assembly Tran Quang Phuong acknowledged and commended the Party Committee, government and people of Da Nang City for uniting and overcoming difficulties and challenges to achieve many important results in various fields, making positive contributions to the country's development.

In addition, the Vice Chairman of the National Assembly suggested that Da Nang carry out a number of important tasks to further develop the city, especially emphasizing the breakthrough content of piloting the establishment of a Free Trade Zone.

Vice Chairman of the National Assembly Tran Quang Phuong suggested that Da Nang should focus on prioritizing resources and have policies to mobilize capital from economic sectors to invest in infrastructure, laying the foundation for attracting investment in the Free Trade Zone. In addition, Da Nang should apply special mechanisms to the maximum, such as forming a duty-free zone, implementing tax incentives and exempting and reducing land rents for investment projects in construction and business of infrastructure in functional areas of the Free Trade Zone, and customs incentives.

Regarding the pilot “one-stop” mechanism at the Management Board of the Da Nang High-Tech Park and Industrial Parks in the Free Trade Zone, Vice Chairman of the National Assembly Tran Quang Phuong said that this is a new regulation on State management authority to facilitate the settlement of investment procedures for enterprises. Therefore, Da Nang needs to resolutely implement it, clearly stipulate the processes and procedures to ensure feasibility, and avoid obstacles in implementation.

“Implementing a Free Trade Zone is a big issue, not only economic in nature but also related to national defense, security, order, social safety, especially related to foreign factors... Therefore, in organizing implementation, it is necessary to clearly define the authority and responsibility of relevant individuals and organizations and have a mechanism and system for regular and periodic monitoring,” the Vice Chairman of the National Assembly noted.

Regarding the content of perfecting legal policies for Free Trade Zones, Vice Chairman of the National Assembly Tran Quang Phuong said that this is a pilot step, learning from experience while doing, so there are not many outstanding, breakthrough policies, many policies are similar to those for economic zones.

Previously, at the 7th Session of the 15th National Assembly, with 452/459 delegates participating in the vote, the National Assembly passed the Resolution on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City, effective from January 1, 2025. In particular, the National Assembly agreed to establish the Da Nang Free Trade Zone associated with Lien Chieu seaport, with the goal of attracting investment, finance, trade, tourism and high-quality services.
