(NLDO) - Dr. Tran Du Lich affirmed that the current real estate market is like an airplane with only business class, no houses for middle-income people.

On the morning of August 6, at the National Assembly House, the National Assembly Standing Committee organized a National Assembly Forum on supervisory activities with the theme "National Assembly supervision to create development". The issue of the real estate market and housing for middle-income and low-income people was raised by delegates at the forum.

This is the first time the National Assembly Standing Committee has organized a National Assembly Forum on supervisory activities, demonstrating the constant innovation of the National Assembly's activities; aiming to evaluate the National Assembly's supervisory activities in recent times, thereby providing solutions, proposals, and recommendations to improve the efficiency, effectiveness, and efficiency of the National Assembly's supervisory activities.

The forum took place over one day, including two thematic sessions: "The National Assembly's supervisory activities contribute to the country's socio -economic development" and "The National Assembly's supervisory activities contribute to perfecting institutions, policies and laws".

Suggesting the first thematic discussion with the topic "The National Assembly's supervisory activities contribute to the country's socio-economic development", Vice Chairman of the National Assembly Vu Hong Thanh asked the delegates to clarify further after the resolution on supervision of the real estate market, what changes have occurred in the development of social housing.

Mr. Vu Hong Thanh cited examples of problems and difficulties that need to be further revised and resolved, conflicts and overlaps between procedures related to land, planning, construction, real estate market, and housing; suggested that attention should be paid to clarifying and examining the imbalance between supply and demand between segments of high-end commercial housing, which is in great surplus. Meanwhile, housing for low-income people and housing for industrial park workers, despite having a monitoring resolution, is still lacking.

"What mechanisms and policies are needed in the coming time? In particular, housing prices are now very high compared to the average income of our people, officials and civil servants.

In the coming time, what recommendations do delegates in the forum have on how to handle this issue? At the same time, assess whether the supervisory role of the National Assembly in the past has removed bottlenecks and bottlenecks to develop the real estate market? Administrative procedures, conflicts, and overlaps between related laws have been removed, but are they still there? Do they need to be removed further?

Along with that, is it necessary to consider the supervisory activities of the National Assembly, the agencies of the National Assembly have really removed obstacles for the real estate market, accelerated and expanded the subjects and forms of access to social housing?" - Mr. Vu Hong Thanh stated.

Speaking at the discussion afterwards, Dr. Tran Du Lich, former deputy head of the Ho Chi Minh City National Assembly delegation, raised four recommendations related to the National Assembly's supervisory activities. Among them was the issue of the National Assembly's field supervision. According to Dr. Tran Du Lich, the National Assembly has supervised the "Implementation of policies and laws on real estate market management and social housing development", but now it is necessary to supervise the urbanization process, the conversion of agricultural land into wasteland, the situation of houses built without anyone living in them, and waste.

"In particular, the current real estate market is a market without houses for middle and low income people. The current real estate market products are like an airplane that only has business class and first class but no economy class. This is the biggest problem" - Dr. Tran Du Lich emphasized.

Another big problem is land prices. We let land prices and speculative prices of agricultural land create a bubble and now it is beyond the endurance of the economy and the people.

"This is a very big problem in macro management for the state to create development" - Mr. Tran Du Lich said.

Therefore, Dr. Tran Du Lich proposed that the National Assembly supervise "at the table", without having to go anywhere. Accordingly, the National Assembly organizes the synthesis, classification, and analysis in writing of all systems to adjust and clear 5 types of markets such as: Goods, finance, real estate, labor, and science and technology.

According to Mr. Lich, these 5 types of markets are being "inhibited" by overlapping regulations in the legal system, so it is necessary to review, clarify, and build a system to unblock these types of markets. "This is on-site supervision, very low cost but the highest efficiency" - Mr. Lich said.
