- According to the report of the Management Board of Dong Dang - Lang Son Economic Zone, in July 2025, the amount of fees collected for using infrastructure works, service works, and public utilities in the border gate area according to Resolution No. 09/2025/NQ-HDND dated April 28, 2025 of the Provincial People's Council effective from May 8, 2025 (replacing Resolution No. 01/2019/NQ-HDND dated July 12, 2019) at the border gates of Lang Son province was nearly 100 billion VND, an increase of about 25% compared to June 2025, and an increase of 55.7% compared to the same period in 2024. This is the month with the highest fee collection compared to the months from the beginning of 2025 to present.
Accordingly, in July 2025, the functional forces at the province's border gates implemented measures to create the most favorable conditions for businesses to import and export goods through the border gates. Therefore, the number of vehicles carrying import and export goods of businesses entering and leaving the province's border gate area to carry out customs clearance of goods increased. Specifically, in July 2025, the total number of vehicles carrying goods entering and leaving the border gates in the province was nearly 15,400 vehicles, an increase of more than 22% compared to June 2025 and an increase of more than 50% compared to the same period in 2024.
According to Resolution No. 09, effective from May 8, 2025, the new fee for vehicles carrying imported goods using border gate infrastructure when entering the inland area for delivery, the fee is 30% higher than the fee for vehicles carrying exported and imported goods delivering and receiving goods in the border gate area.
It is known that in the first 7 months of 2025, the total revenue from fees for using infrastructure works, service works, and public utilities in the border gate area according to Resolution No. 09 was nearly 537 billion VND, an increase of 31.6% over the same period in 2024.
In 2025, the target assigned by the Ministry of Finance to Lang Son province for collecting fees for using infrastructure works, service works, and public utilities in the border gate area according to Resolution No. 01/2019NQ-HDND of the province at the province's border gates is 525 billion VND, an increase of 75 billion VND compared to the target assigned in 2024. With the current collection progress, according to the plan of the Management Board of Dong Dang - Lang Son Economic Zone, the total fees collected according to Resolution No. 01 in 2025 will reach 650 billion VND or more.
