Deputy Minister of Health talks about the national medical licensing exam

Deputy Minister of Health Tran Van Thuan informed about the roadmap for implementing the national medical practice licensing exam.

The information was shared at the workshop "National Medical Licensing Examination: Administration, Policy and Practice" organized by the University of Medicine and Pharmacy, Ho Chi Minh City this morning (June 23) under the direction of the National Medical Council. The workshop attracted many domestic and international experts to attend.

The exam is an extension of the medical training process.

Speaking at the seminar, Deputy Minister of Health Tran Van Thuan, Chairman of the National Medical Council, said that out of 214 medical training facilities nationwide, there are 66 university education facilities. Of these, 34 facilities train medical doctors, 18 train dentists, 13 train traditional medicine doctors and 10 train preventive medicine doctors. The number of doctors graduating in 2024 is about 12,000.

According to the Deputy Minister of Health , in order to continue improving the quality of medical human resources to meet the increasing demands in protecting, caring for, and improving people's health and the requirements of international integration, many policies and institutional systems on medical human resource training have been and are being built and perfected.

Up to now, according to Deputy Minister Tran Van Thuan, the National Medical Council has been building the necessary foundations for organizing the examination to assess the capacity to practice medical examination and treatment. "The examination to assess the capacity to practice medical examination and treatment is not only a final skill test but also an extension of the medical training process in a competency-based direction. This process requires a close connection between the health system, disease models and people's health care needs - learners' output capacity - assessment tools and policies - and the training program. This is a systemic change, requiring consensus and active participation of all stakeholders: from training institutions, practice facilities, management agencies to learners themselves", Deputy Minister of Health Tran Van Thuan added.

What is the test question bank like?

During the workshop, Professor, Dr. Tran Diep Tuan, Chairman of the Council of Ho Chi Minh City University of Medicine and Pharmacy, also talked about the first national medical practice certificate exam in the country according to the provisions of the Law on Medical Examination and Treatment (amended).

Professor Tuan said: "The new law stipulates that practicing medicine requires not only a medical doctor's degree as well as a number of related fields, but also passing a professional competency assessment exam organized by the National Medical Council. This is an important step forward, demonstrating Vietnam's strong commitment to improving the quality of training, the quality of medical examination and treatment, and especially ensuring patient safety."

However, Professor Tran Diep Tuan said that from regulation to implementation is a long journey, requiring careful, methodical and systematic preparation. We not only need to build a question bank, standardize the testing process but also ensure fairness, transparency and international integration throughout the entire process of organizing the exam.

Sharing more with reporters, Professor Tran Diep Tuan said that the initial test bank is expected to include 1,500 questions, which will be carefully screened to select 900 high-quality questions.

Sharing about the exam implementation roadmap, Deputy Minister of Health Tran Van Thuan said that to implement the exam, many steps are needed such as perfecting the organizational structure, establishing related committees, the most important of which is the committee for developing the set of questions, the committee for organizing the exam to evaluate practice, etc. After that, the national medical practice licensing exam will be held on a trial basis at a number of locations to gain experience before officially taking place in 2027.
