Lowest salary of civil servants and public employees from July 1, 2024

Resolution 27 sets out the following targets for the lowest salary of civil servants and public employees:

“II- GUIDING VIEWPOINTS, GOALS AND CONTENT OF REFORM

(2) From 2021 to 2025 and vision to 2030

a) For the public sector

- From 2021, apply a new unified salary regime for cadres, civil servants, public employees, and armed forces in the entire political system.

- In 2021, the lowest salary of cadres, civil servants and public employees will be equal to the average lowest salary of regions in the business sector.

- Periodically increase salary levels in accordance with the consumer price index, economic growth and state budget capacity.

- By 2025, the lowest salary of cadres, civil servants and public employees will be higher than the average lowest salary of regions in the business sector.

- By 2030, the lowest salary of cadres, civil servants and public employees will be equal to or higher than the lowest salary of the highest region of the business sector."

Thus, at the time of salary reform, the lowest salary for civil servants and public employees is equal to the average lowest salary of regions in the business sector.

And by the end of the roadmap, the lowest salary of civil servants and public employees will be equal to or higher than the lowest salary of the highest region of the business sector.

However, due to the impact of Covid-19, salary reform could not be implemented in 2021. Plans for salary reform were also postponed until the appropriate time.

If nothing changes, the salary reform could take effect from July 1, 2024.

Therefore, although the roadmap for increasing basic salary to 2025 and 2030 has been set out, whether the lowest salary level of civil servants and public employees will actually be applied depends on the progress of salary reform implementation from July 1, 2024.

What is the roadmap for increasing basic salary until 2025?

Resolution 27 sets out a roadmap to increase basic salaries by 2025 for many subjects, both in the public sector including cadres, civil servants, and public employees and in the non-state enterprise sector.

In which, basic salary is the lowest salary, not including allowances, subsidies, bonuses... that cadres, civil servants, public employees, and workers receive.

As mentioned above, the actual increase in basic salary of civil servants and public employees will have to rely on the progress of salary reform implementation from July 1, 2024.

As for the business sector, from 2021 to 2025 and vision to 2030:

- From 2021, the State will periodically adjust the regional minimum wage based on recommendations of the National Wage Council.

Enterprises are allowed to implement wage policies based on negotiations and agreements between employers, employees and collective representatives of employees; the State does not directly intervene in the wage policies of enterprises.

- Implement labor and salary management in state-owned enterprises by assigning salary costs to the production and business tasks of enterprises by 2025 and moving towards assigning production and business tasks of enterprises by 2030.
