100% of schools organize compulsory foreign language teaching from grade 3

Reporting on improving the quality of teaching and learning foreign languages, especially English, the Ministry of Education and Training said it has issued an official dispatch directing the improvement of the quality of teaching and learning foreign languages, especially English, at all levels and training levels. Research and develop projects and plans to gradually make English the second language in schools; identifying this as one of the key tasks of the 2024-2025 school year.

At the same time, the Ministry of Education and Training has organized research and developed the Project "Bringing English as a second language in schools for the period 2025-2035, with a vision to 2045", which is currently being submitted to the Prime Minister for promulgation.

For primary school level, implementing the direction of the Ministry of Education and Training, localities actively and synchronously implement solutions to improve the quality of foreign language teaching and learning.

However, the number of students studying English in grades 1 and 2 will decrease slightly compared to the 2023-2024 school year because the compulsory English program will be implemented in grades 3, 4 and 5, so schools will prioritize teachers to implement the compulsory program.

Localities have resolutely implemented the compulsory teaching of foreign languages in grades 3, 4 and 5 according to the 2018 General Education Program. As a result, 100% of schools have organized compulsory teaching of Foreign Language 1 in grades 3, 4 and 5, most of which are English. The rate of learning other foreign languages (French, Chinese, Korean, Japanese) accounts for only 0.2%.

For lower secondary and upper secondary schools, continue to strongly innovate and improve the quality of teaching and learning English, encourage teaching and learning other subjects in English to enhance the ability to apply the language in academic and practical contexts. Ensure that teaching and learning English, as well as teaching and learning in English, are designed in a synchronous, interconnected and consistent manner from primary school.

English is used more and more widely, naturally and effectively in teaching, education and communication activities in schools.

Although it is no longer a compulsory subject in the high school graduation exam for the 2024-2025 school year, there are still more than 352,000 candidates out of a total of more than 1,132,000 candidates taking the graduation exam, ranking third among the optional subjects of the exam.

This demonstrates the role of English and the awareness of society, students and parents about the role of English in study and work after students leave high school.

Flexible application of learning methods

According to the Ministry of Education and Training, in general, educational institutions have flexibly applied different forms of learning based on the lack of teachers to implement the program.

Some solutions include: using the English electronic lecture and learning materials repository to organize online learning for students with the support of school teachers; implementing online teaching and learning, direct learning through virtual classrooms, equipping technological conditions so that a teacher can teach more than one class at a time in different geographical locations; enhancing the organization of teaching and learning via television interspersed with other forms of learning.

The Ministry of Education and Training also said: Currently, localities are continuing to recruit, transfer, and train staff to ensure the organization of teaching foreign languages to students to implement the 2018 General Education Program.

Strengthening the facilities for teaching and learning has basically ensured nearly 100% of schools; the remaining shortage that needs to be supplemented is basically within the investment capacity of localities without encountering too many difficulties.

In addition to the achieved results, the organization of English teaching in schools still has difficulties. Accordingly, for teaching English at the primary level: the number of teachers nationwide is still lacking. Primary schools in remote areas have many schools and separate locations far from each other, which also makes it difficult to arrange teachers to teach. The level of English teachers is uneven, some teachers in remote areas have not met the training standards.

Regarding teaching English at the junior high and high school levels: the quality of teachers still varies by region. Attracting qualified teachers is still difficult due to the lack of consistent policies and not being attractive enough to attract teachers to work in disadvantaged areas.
