Since July 1, along with the implementation of the two-level local government model, the Party Committees of 126 communes and wards in Hanoi have quickly established and consolidated their subordinate Party organizations. The formation of Party Committees and Party cells is not only an important organizational milestone, but also contributes to improving the leadership capacity, fighting strength and role of Party organizations at the grassroots level in the new context.

Implementing the two-level local government model from July 1, 2025, Hong Ha ward was established, becoming the most special ward of Hanoi capital when it was formed from the merger of all or part of the area and population of many wards in the area outside the Red River dike. This is an important basis for optimizing resources, building this area into a modern urban area with the highlight being the Red River axis.

For the first time, Hanoi has developed and prepared to issue a separate resolution on controlled testing activities - an advanced institutional tool that allows new products, services, and business models to be tested in a supervised and transparent environment. Not only realizing the provisions of the Capital Law 2024, this resolution also opens up a flexible legal corridor, empowering the sustainable development of the innovation ecosystem .

To conform to the two-level local government organization model, after dissolving the District Military Command, the Ministry of National Defense established 145 Regional Defense Commands in 34 provinces and cities across the country. In Hanoi, 5 Regional Defense Commands were established to meet operational requirements according to the new administrative boundaries.
