Prime Minister Pham Minh Chinh requires intelligence officers to have strong political will, strategic vision, sharp professional perspective and thinking.
"No matter the circumstances, our Defense Intelligence Service must only be allowed to grow stronger, be absolutely loyal, firmly believe in the Party, and wholeheartedly serve the Party's goals and ideals, serve the Fatherland, and serve the people," the Government leader said when visiting and wishing a Happy New Year to officers and soldiers of the General Department of Intelligence, Vietnam People's Army (General Department II) on the morning of January 26.

The Prime Minister requested that in 2024, the Defense Intelligence Agency should improve its strategic forecasting capacity, grasp the situation, and advise the Party and State on appropriate countermeasures to firmly protect the Fatherland early and from afar. He also requested the General Department to build a clean and strong Party Committee in terms of politics, ideology, and ethics; and build an organization, apparatus, and structure of the intelligence force in the direction of being lean, compact, strong, professional, effective, and functional.
In addition, the General Department must also strictly maintain combat readiness, provide information, ensure security and safety; and ensure good material and spiritual life for soldiers during the Lunar New Year.

According to the head of the Government, General Department II has grown and matured over the past time, increasingly proving its important position and role. In 2023, the General Department was awarded the First Class Military Exploit Order; a number of collectives and individuals of the General Department were awarded the Military Exploit Order and Certificates of Merit from the Prime Minister.
General Department II is the agency responsible for assisting the Minister of National Defense in performing the function of state management of intelligence work. This is the force directly performing intelligence work at the strategic level; advising the Minister of National Defense and the Chief of the General Staff of the Vietnam People's Army on force organization and intelligence activities. General Department II is also the leading agency directly directing intelligence operations for the military intelligence - reconnaissance system of the entire army.
