At the Binh Dinh Provincial Public Administration Service Center, Mr. Lam Hai Giang, Vice Chairman of Binh Dinh Provincial People's Committee, directly inspected and supervised the entire trial operation process.

At exactly 2:00 p.m. on June 25, all selected communes and wards began the trial operation. The two provinces selected 10 key communes and wards to conduct the trial operation, receiving and processing dossiers in a connected manner with two types of procedures: “plot separation or consolidation” and “land use rights change registration”.
According to the scenario, citizens in Pleiku Moi (Gia Lai) submit land division applications, the system will automatically transfer data to Quy Nhon Moi Ward (Binh Dinh) to complete the next steps, from the tax office to the provincial land registration office. The entire process is completed within 1 hour from receipt to return of results. In addition to electronic processing, all documents are stored and verified in paper copies via postal delivery.


The objective of the pilot is to evaluate the capacity of receiving, digitizing, processing and resolving records of commune-level officials; check the infrastructure, equipment and network lines between the Commune People's Committee and the Public Administration Service Center; evaluate the configuration of the VNPT iGate and iDesk systems, along with the model of returning results without administrative boundaries in some essential procedures in the land sector...
This is an important preparatory step to comprehensively assess the capacity to receive and process administrative procedures according to the new model, before its official implementation from July 1, 2025.


During the inspection, Mr. Lam Hai Giang assessed that the basic testing process went smoothly, the documents were processed according to the correct procedures, ensuring the time. He suggested that administrative staff continue to practice skills, master the procedures, especially for new procedures that will be decentralized to the communes in the coming time.

The Vice Chairman of Binh Dinh Provincial People's Committee also noted that all changes and fluctuations in the operation and transition process need to be widely informed to the people for timely understanding.

Also on June 25, the People's Committee of Binh Dinh province announced the temporary suspension of the Provincial Public Service Portal interface from 9:00 a.m. and the transition to using the National Public Service Portal.
According to the schedule, from June 25 to 30, people continue to submit applications at the address: https://dichvucong.binhdinh.gov.vn/hethong/login.
From 0:00 on July 1, all administrative procedures will be performed at the new address: https://motcua.gialai.gov.vn.
During the transition period, applications will still be received and processed directly, without causing disruption to the people.
