1. Is the organization granted an electronic identification account?

According to Article 11 of Decree 59/2022/ND-CP, the subjects granted electronic identification accounts include:

- Vietnamese citizens aged 14 years or older; Vietnamese citizens who are under 14 years old or are under guardianship must register under the electronic identification account of their parents or guardians.

- Foreigners aged 14 years or older entering Vietnam; foreigners under 14 years of age or under guardianship must register under the electronic identification account of their parents or guardians.

- Agencies and organizations established or registered to operate in Vietnam.

Thus, organizations established or registered to operate in Vietnam are granted electronic identification accounts.

2. Level of electronic identification account for organizations

Pursuant to Article 12 of Decree 59/2022/ND-CP, the classification of electronic identification account levels is stipulated as follows:

- Level 1 electronic identification accounts of Vietnamese citizens include the information specified in Clause 1 and Point a, Clause 2, Article 7 of Decree 59/2022/ND-CP. Level 1 electronic identification accounts of foreigners include the information specified in Clause 1 and Point a, Clause 2, Article 8 of Decree 59/2022/ND-CP.

- Level 2 electronic identification account of an individual includes the information specified in Article 7 or Article 8 of Decree 59/2022/ND-CP.

- The organization's electronic identification account includes the information specified in Article 9 of Decree 59/2022/ND-CP, which is a level 2 electronic identification account.

Thus, the organization's electronic identification account is a level 2 electronic identification account.

3. What information does an organization's electronic identity include?

Organizational electronic identity includes:

- Electronic identification code of the organization.

- The organization name includes the Vietnamese name, the abbreviation (if any) and the foreign name (if any).

- Date of establishment.

- Head office address.

- Personal identification number or foreigner identification number; surname, middle name and name of the legal representative or head of the organization.

4. Procedures for registering an electronic identification account for organizations

Specifically, Article 16 of Decree 59/2022/ND-CP stipulates the order and procedures for registering electronic identification accounts for organizations as follows:

- The legal representative, head of the organization (already having a level 2 electronic identification account) logs into the VNelD application to register an electronic identification account for the organization; provides information according to the instructions on the VNelD application and sends a request for an electronic identification account to the electronic identification and authentication management agency via the VNelD application.

- The electronic identification and authentication management agency conducts authentication of information about the organization in the National Database of Business Registration, national databases and other specialized databases.

In case the information about the organization is not yet available in the National Database of Business Registration, national database and other specialized databases, verify the organization's information and notify the person who comes to complete the organization's procedures of the result of registration of electronic identification account via VNelD application or SMS message or email address.

5. Time limit for resolving the issuance of electronic identification accounts for organizations

From the date of receiving a complete and valid application as prescribed in Decree 59/2022/ND-CP, the Public Security agency is responsible for resolving the issuance of an electronic identification account within the following time limit:

- No more than 01 working day in case the information that needs to be verified about the organization is already in the national database or specialized database.

- No more than 15 days in cases where the information requiring authentication about the organization is not in the national database or specialized database.
