In recent years, Cam Pha's infrastructure has received strong investment attention, contributing to improving the urban appearance, attracting investment, and gradually building the city into a green, modern industrial and service center.
One of the important solutions prioritized by Cam Pha City is to mobilize resources for investment in developing synchronous and modern transport, urban and tourism infrastructure. Accordingly, the city has stepped up coordination with provincial sectors and investors to urgently conduct site clearance to create clean land funds, creating favorable conditions and environments for investors to accelerate key projects in the area. In particular, the locality has focused on investing in and perfecting the dynamic transport and external transport systems, closely reviewing the list of projects included in the public investment plan, prioritizing investment in connecting transport routes.
The project to upgrade the section of National Highway 279 connecting Ha Long - Cam Pha has a total investment of over 1,842 billion VND, meeting the standards of grade III mountainous areas, 8.1km long, 33m wide, including 6 lanes for motor vehicles, designed speed of 80km/h. The starting point connects with National Highway 18 in Quang Hanh Ward (Cam Pha City), the ending point connects with Van Don - Mong Cai Expressway. After difficulties due to some newly applied regulations in the 2024 Land Law, the site clearance work was slow. In early 2025, relevant localities focused on removing difficulties and speeding up the site clearance progress.
Currently, the investor has coordinated closely with the localities to receive and hand over the site; requested the contractors to take advantage of favorable weather, mobilize forces and means to speed up the construction progress at the locations where the site has been secured. According to the progress plan, the project will be completed in 2025, when put into use, the route will increase the connection between the two localities, contributing to promoting the land potential of the northern area of Ha Long City and Cam Pha City.
Along with that, Cam Pha City is currently implementing the project of the road connecting Vung Duc Street (Cam Dong Ward) to Cam Son Ward (Phase I), synchronously connecting with the Ha Long - Cam Pha coastal road. Immediately after receiving the source of fill soil coordinated according to the circular plan from the National Highway 279 Renovation and Upgrade Project, the investor and contractors have focused on human resources to speed up the construction progress. Up to now, the sea embankment project for environmental protection has been completed; the K95 and K98 roadbed layers have been completed; the sidewalk and median strip have been built to complete the project in April 2025.
In addition to implementing budget capital projects, the locality also actively supports investors in researching and implementing non-budget projects to serve the socio-economic development of the locality, such as: Quang Ninh LNG Power Plant (currently handing over land to implement the project); Bai Tu Long I Urban - Tourism - Service Area Project. Completed attracting investment in waste treatment areas; concentrated livestock and poultry slaughterhouses; car wash stations in Mong Duong and Cam Dong wards. At the same time, projects to attract investment in the fields of agriculture , environment, serving high-quality aquaculture, fishing ports, and boat mooring ports in Cam Phu ward...
According to the leader of Cam Pha City, in the coming time, the locality will continue to improve medical, educational and other infrastructure; develop a reasonable smart education and healthcare system; promote socialization to attract resources to build and develop high-quality educational facilities. Form smart parking lots in key urban areas, key works on water supply and drainage, improve the environmental technical infrastructure system for wastewater treatment, medical and domestic waste.
