Thu Duc City People's Committee has just sent a report to Ho Chi Minh City People's Committee on disbursement of public investment capital for Component Project 1 (compensation, support and resettlement) of the Project to upgrade and expand National Highway 13 in Thu Duc City.
The project to upgrade and expand National Highway 13 (from Binh Trieu Bridge to Binh Duong province border) was approved by the Ho Chi Minh City People's Council in mid-February 2025.
The project has a total investment of VND 20,900 billion, of which the site clearance part (Component Project 1) alone accounts for VND 14,619 billion, implemented with State budget capital.
Regarding the site clearance, immediately after being approved by the City People's Council, Thu Duc City Government directed relevant units to prepare a Feasibility Study Report.

On June 20, 2025, the Ho Chi Minh City Public Investment Program and Project Appraisal Council met to approve the appraisal content and is expected to submit it to the Ho Chi Minh City People's Committee for approval in June 2025.
However, in the process of preparing disbursement procedures, Thu Duc City is facing many difficulties due to not fully meeting the conditions prescribed in Article 9, Decree 99/2021/ND-CP and Articles 85 and 87, Land Law 2024.
According to the above regulations, to disburse compensation capital, the project needs 3 legal documents including: decision approving the investment project; approved compensation, support, and resettlement plan, and compensation cost estimate approved by competent authority.
Of which, currently, only the feasibility study report is being submitted for approval.
The resettlement compensation and support plan cannot be completed in June because it must comply with Articles 85 and 87 of the 2024 Land Law, which requires competent authorities to notify land recovery at least 90 days in advance for agricultural land and 180 days in advance for non -agricultural land.
For the compensation cost estimate, in order to have a basis for appraisal, Thu Duc City needs to complete the measurement, counting and determining the value of assets on each land location of each household.
Furthermore, the State Treasury of Region II has a written report to the Ho Chi Minh City People's Committee, stating that it will only pay expenses for compensation, support, and resettlement when there are complete documents according to regulations.
In order to disburse capital for the Project soon, the People's Committee of Thu Duc City proposed that the People's Committee of Ho Chi Minh City consider removing obstacles by promptly approving the Project's Feasibility Study Report. At the same time, supplement the medium-term capital plan for the period 2021-2025 and 2025 with a total budget of VND 12,436 billion.
In case the capital is disbursed in June 2025, Thu Duc City People's Committee proposes to base on the total investment estimate in the Feasibility Study Report as the basis for disbursement, while waiting for the completion of procedures according to regulations.
Previously, the Ho Chi Minh City People's Committee issued a Plan to upgrade and expand National Highway 13 (from Binh Trieu Bridge to the border of Binh Duong province) under the form of public-private partnership (BOT Contract). In which, Component Project 1 (compensation, resettlement support) will complete the feasibility study report in June 2025. After that, compensation and resettlement for people will be carried out. It is expected that the project site will be handed over in February 2026.
As for Component Project 2 (construction and installation), the work of preparing, appraising and approving the Feasibility Study Report will be completed in the third quarter of 2025.
In the first quarter of 2026, the investor will be selected and the PPP project contract will be signed. In the second quarter of 2026, the project will start construction and last until 2028 to complete and put into operation.
National Highway 13 is the main traffic route connecting Ho Chi Minh City with Binh Duong, Binh Phuoc and the Central Highlands. Currently, National Highway 13 through Thu Duc City often experiences traffic congestion because the road surface is only 19 - 27 m wide.
After completing the expansion to 10 lanes in 2028, this route will connect smoothly with Binh Duong, Binh Phuoc provinces and the Central Highlands region.
