Ho Chi Minh City approves INOMAR to build first international standard research center

Ho Chi Minh City has approved the Center for Nanostructured and Molecular Materials Research (INOMAR) as the first unit to participate in the Project to build an international standard research center. The center will receive 85 billion VND in funding and carry out a series of strategic tasks until 2030.

On the afternoon of June 17, the Department of Science and Technology (DOST) of Ho Chi Minh City held a conference to “Announce the approval of organizations participating in the Project on building a promotion mechanism to form and develop international standard research centers and provide guidance and share experiences when participating in the Project”. The event marked an important first step in the city's long-term science and technology strategy.

INOMAR, under the Vietnam National University of Ho Chi Minh City, is the first public scientific organization in the country to be approved to participate in the Project. The center will receive a grant of VND85 billion from the Ho Chi Minh City People's Committee to build a model of an international standard research and innovation center, focusing on advanced foam materials for healthcare , energy and memory devices.

This is the first step in piloting a research center model under a specific mechanism, based on Resolution 98 of the National Assembly and the development strategy of the Southeast region. In the first selection round, the Department of Science and Technology received 10 applications from 8 organizations. After the evaluation process, INOMAR was selected as the pioneer unit to participate in the Project.

Mr. Lam Dinh Thang, Director of the Department of Science and Technology of Ho Chi Minh City, emphasized that the approval of INOMAR is not only the success of a single unit but also an important step in the strategy of developing world-class research centers in Vietnam.

According to Mr. Thang, INOMAR will play a pioneering role, helping to effectively implement Resolution 57-NQ/TW in the direction of focusing resources on areas with breakthrough potential, avoiding scattered investment.

On the INOMAR side, Director Phan Bach Thang highly appreciated the mechanism of transferring ownership of research results to the host unit without return – unless otherwise agreed. Mr. Bach Thang said that this is a breakthrough that helps organizations like INOMAR to be more proactive in exploiting and commercializing research results and connecting directly with market needs.

According to the 5-year roadmap, the units participating in the Project including INOMAR will need to achieve specific criteria such as an average of 10 international articles per year (WoS/Scopus), a minimum of 5 patents or utility solutions and at least 10 technology transfer activities. These indicators will be closely monitored through periodic reports and independent audits.

In the coming time, the Department of Science and Technology will continue to play a leading role in coordinating with departments, branches, universities, research institutes and enterprises to support approved centers. Training activities on financial management and KPI assessment for international cooperation connections will be regularly implemented.

At the same time, Mr. Lam Dinh Thang also called on other public science and technology organizations in the City to continue researching, preparing documents and proactively participating in the next selection rounds of the Project.
