On August 1, according to SGGP reporters, the local teams of the Ho Chi Minh City Public Administration Service Center were present at the commune-level Public Administration Service Center to receive and process administrative procedure files regardless of administrative boundaries for people and businesses.
In need of a certificate of land ownership, Ms. Tran Thi Nga (residing in Tam Binh ward) went to the Thu Duc Ward Public Administration Service Center (one of 38 places with locality groups in Ho Chi Minh City) to ask for information. After being enthusiastically guided, Ms. Tran Thi Nga left happily. “Knowing that the non-administrative boundary procedure reception department was operating today, I took the opportunity to stop by the Thu Duc Ward Public Administration Service Center for more detailed advice. It takes about 15 minutes to drive from my house to here, very convenient. If I had to go to the Thu Duc City Land Registration Office Branch (formerly - PV), it would take more time. I hope this model will soon be deployed in all localities to facilitate people,” Ms. Tran Thi Nga expressed.
Ms. Nguyen Thi Ly (residing in Hanh Thong ward) went to the Go Vap ward Public Administration Service Center to complete the procedures for confirming the location of her residential land. Here, she was guided by Mr. Truong Van Su, a staff member of the Department of Agriculture and Environment, to fill out the declaration form, prepare documents, and submit the application. Ms. Ly was satisfied because she was enthusiastically advised. According to her, the city's sending of department and sector officials to the ward to receive and process applications helps people to be more convenient and save time and money.
Ms. Nguyen Thi My Trang, a third-class cadastral officer of the Thu Duc City Land Registration Office Branch (formerly), who is participating in the locality team in Thu Duc Ward, also said that she is ready to start working. During this period, her assigned task is to receive 155 administrative procedures from the Department of Natural Resources and Environment. "I perform the same tasks as before, only the workplace is different, so I believe that I will do the assigned work well," Ms. Trang shared.
Upgrading headquarters and infrastructure
Currently, the Thu Duc Ward Public Administration Service Center has arranged 5 working desks for the locality team. On August 1, there were civil servants sent by the Department of Agriculture and Environment and 2 civil servants from the Thu Duc Ward Public Administration Service Center on duty. Mr. Nguyen Huy Nghia, a civil servant of the Thu Duc Ward Public Administration Service Center, was assigned by the Ward People's Committee to participate in receiving procedures regardless of administrative boundaries. Before the official operation of this department (August 1), Mr. Nghia was trained and learned about the administrative procedures within the assigned tasks.
According to Deputy Director of Thu Duc Ward Public Administration Service Center Cu Thoai Vy, implementing the plan of Ho Chi Minh City on receiving documents regardless of administrative boundaries, the ward has prepared 5 reception counters. Of which, Ho Chi Minh City will support 3 personnel from the Department of Agriculture and Environment, Department of Construction and Department of Finance. The ward sends 2 personnel to receive procedures from other departments and branches.
Similarly, staff from the Department of Agriculture and Environment, the Department of Construction, and the Department of Finance were assigned to the Go Vap Ward Public Administration Service Center. Here, two staff from the ward participated in guiding and supporting people in submitting applications regardless of administrative boundaries.
In addition to preparing personnel, wards (including Go Vap ward) also upgraded and expanded the Public Administration Service Center, investing in additional equipment to serve the people. According to the reporter's records on the morning of August 1, at some Public Administration Service Centers in wards such as Vung Tau, Ba Ria, Phu My, Di An, Lai Thieu..., the necessary facilities have been prepared. On-site personnel are also selected by the locality from non-professional workers who have been formally trained and have experience in receiving documents at the previous one-stop department. Ms. Truong Thi Phuong Thao, Deputy Director of the Public Administration Service Center of Vung Tau ward, informed that the center has just received an additional self-service device to support information lookup and citizen identification verification from the local group.
The Phu Giao Commune Public Administration Service Center, one of the areas bordering Binh Phuoc Province (formerly), has completed preparing working locations for the local teams. According to Mr. Le Khanh Due, Deputy Director of the Phu Giao Commune Public Administration Service Center, after 1 month of operating the 2-level local government, the commune has received 35 records regardless of administrative boundaries, mainly in the field of household registration. Mr. Vu Hai Ly, Chairman of the Phu Giao Commune People's Committee, added that the commune has disseminated the plan for the operation of 38 local teams so that people and businesses can grasp the information and submit their records.
By the end of 2025: 100% of administrative procedures are not dependent on geographical boundaries.
The Chairman of the Ho Chi Minh City People's Committee has directed departments and branches to arrange personnel to work at the Ho Chi Minh City Public Administration Service Center, the Public Administration Service Center of Binh Duong and Ba Ria - Vung Tau (formerly) and 38 local teams operating from July 31. Wards, communes and special zones where the 38 local teams are located must arrange at least 5 transaction counters, filing cabinets and have enough tables and chairs for people and businesses to record documents.
Currently, Ho Chi Minh City has 1,182 administrative procedures under the authority of departments, branches and sectors that will be received, processed and returned regardless of administrative boundaries in Ho Chi Minh City. Along with that, there are 154 administrative procedures under the authority of communes. In many meetings, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc has repeatedly directed to promote the reception and processing of administrative procedures regardless of administrative boundaries and strive to have 100% of Ho Chi Minh City's administrative procedures performed regardless of administrative boundaries by the end of 2025.
