The plan specifically defines the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law, ensuring timeliness, synchronization, unity, effectiveness and efficiency.
At the same time, determine the responsibilities and coordination mechanisms between ministries, ministerial-level agencies, government agencies and localities in carrying out activities to implement the Law nationwide.
The contents of the Plan include: Organizing propaganda and dissemination of the Law; organizing training and fostering of specialized security skills, fostering skills for leaders of agencies, organizations and people directly performing security work; reviewing legal documents; developing legal documents detailing the contents assigned in the Law; organizing inspection of the implementation of the Law and legal documents detailing and guiding the implementation.
On June 28, 2024, at the 7th Session, the 15th National Assembly passed the Law amending and supplementing a number of articles of the Law on Security Guards, effective from January 1, 2025.
The Law supplements the objects of protection; clearly stipulates the criteria for determining objects of protection as especially important events; supplements the authority of the Minister of Public Security to decide to apply appropriate protection measures when necessary...
The amendment and supplementation of a number of articles of the Law aims to meet practical requirements after 5 years of implementation, resolve inadequacies and problems of the law on security, ensure stability, unity, synchronization, transparency, feasibility, accessibility, effectiveness and efficiency of the legal system on security to effectively serve the cause of national development in the period of industrialization, modernization and increasingly deep international integration.
In particular, the Prime Minister assigned the Ministry of Public Security to preside over and coordinate with the Ministry of National Defense, Ministry of Justice, Ministry of Information and Communications, Voice of Vietnam, Vietnam Television, Vietnam News Agency and other press, radio and television agencies to organize propaganda and dissemination of the Law.
Ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally-run cities organize training and professional development for agency leaders, organizations and people directly performing security work, including: Compiling training materials, publishing and providing professional development for security with content suitable for the training subjects; organizing, implementing, training, in-depth training and professional development for agency leaders, security officers and soldiers.
The Prime Minister also requested ministries, ministerial-level agencies, government agencies, and provincial People's Committees, within the scope of their responsibilities and powers, to conduct inspections and reviews of legal documents (issued by themselves or submitted to competent authorities for issuance) and other documents related to security work to amend, abolish or propose amendments and abolishments of contents contrary to the provisions of the Law and documents guiding its implementation.
The Ministry of Public Security coordinates with the Ministry of Justice, Ministry of National Defense, Ministry of Finance, Ministry of Home Affairs, Ministry of Planning and Investment and relevant agencies to develop a Decree regulating policies for the Guard force and guard work.
