In the announcement, Deputy Prime Minister Tran Luu Quang directed the Ministry of Industry and Trade to absorb the opinions of ministries and agencies at the meeting; preside over and coordinate with the State Capital Management Committee at Enterprises and relevant ministries and branches to urgently develop and complete the Project to transfer A0 to the Ministry of Industry and Trade in the form of a single-member limited liability company (LLC) in accordance with the law, and submit it to the Prime Minister in August 2023.

In particular, it is necessary to fully assess the impacts and problems that may arise, and solutions to overcome them, ensuring continuous and effective operation of the national power system, meeting the requirements for safe, reliable and efficient operation of the national power system, and maintaining energy security for the country.

The Ministry of Industry and Trade is also assigned to continue to strengthen regular, direct and comprehensive supervision of A0 according to regulations until the transfer of A0 to the Ministry of Industry and Trade is completed, ensuring that the national power system dispatching activities must be effective, public, transparent, optimally exploiting and operating the national power system, providing enough electricity for production, business and people's consumption.

According to the previous proposal of the Ministry of Industry and Trade, the transfer of management and direction of the National Power System Control Center (A0) from Vietnam Electricity Group (EVN) to this Ministry will be implemented according to 1 of 2 options.

Option 1 : A0 becomes a public service unit providing power system operation and electricity market management services under the Ministry of Industry and Trade.

Option 2 : A0 becomes a 100% State-owned Power System Operation and Electricity Market Management LLC under the Ministry of Industry and Trade.

Commenting on the proposal of the Ministry of Industry and Trade, the Ministry of Home Affairs said that separating A0 from EVN to the Ministry of Industry and Trade and operating under the enterprise model has a full legal basis for immediate implementation.

In addition, this enterprise operates independently from the electricity seller and the electricity buyer only changes the ownership representative at the enterprise in which the State holds 100% of the charter capital, ensuring compliance with the roadmap and requirements in Decision No. 168/QD-TTg, creating conditions for the operation of the market mechanism in the relationship between the national power system dispatching unit and the power generation unit, power transmission unit, and power distribution unit according to the provisions of the Electricity Law.
