People 75 years of age and older receive monthly social insurance benefits
Social pension benefits are built on the basis of inheriting and partly developing from the regulations on monthly social benefits for the elderly without pensions or monthly social insurance benefits. Specifically, Article 21 of the Social Insurance Law 2024, Vietnamese citizens are entitled to social pension benefits when meeting the following conditions: being 75 years old or older, not receiving pensions or monthly social insurance benefits, except in other cases as prescribed by the Government ; having a written request to receive social pension benefits.
Vietnamese citizens aged 70 to under 75 who are from poor or near-poor households and meet the conditions are entitled to social pension benefits. According to data from the National Population Database, by the end of 2024, the country had nearly 17 million elderly people, of which more than 1.8 million were aged 75 to 80, 227,000 were receiving pensions, and 120,000 were receiving social benefits for people with disabilities.
The monthly social pension allowance level is regulated by the Government, in accordance with the socio -economic development conditions and the capacity of the State budget in each period. Every 3 years, the Government reviews and considers adjusting the social pension allowance level. Depending on the socio -economic conditions, the ability to balance the budget, and mobilize social resources, the Provincial People's Committee shall submit to the People's Council of the same level a decision on additional support for social pension beneficiaries.
At the same time, people receiving monthly social pension benefits have their health insurance (HI) paid for by the State budget according to the provisions of the law on HI. When they die, the organization or individual in charge of the funeral will receive funeral cost support according to the provisions of the law on the elderly.
In addition, people aged 60 to under 75 who do not have a pension but have participated in social insurance will also receive benefits depending on the number of years they have paid social insurance. To enjoy this regime, people do not receive social insurance at a time and do not reserve the time of social insurance payment but request to receive monthly benefits.
Specifically, Article 23 of the Social Insurance Law 2024 stipulates the regime for employees who are not eligible for pension and are not old enough to receive social pension benefits: Vietnamese citizens who are old enough to retire, have paid social insurance but are not eligible for pension according to the provisions of law and are not eligible for social pension benefits according to regulations, if they do not receive one-time social insurance and do not reserve it but have a request, they will receive monthly benefits from their own contributions.
The duration and level of monthly benefits are determined based on the employee's social insurance contribution period and basis. The lowest monthly benefit level is equal to the prescribed monthly social pension benefit level, the expected monthly social pension benefit level is 500,000 VND/month.
People eagerly await
Ms. Nguyen Thi Hue, 75 years old, residing in Tan Binh commune, Tay Ninh city, said: "In the near future, I will receive social pension benefits every month. I am very happy that the Party and the State care for my old age."
In case the total amount calculated based on the payment period and the basis for social insurance payment of the employee is higher than the amount for calculating the monthly allowance equal to the social pension allowance at the time of settlement for the period from retirement age to the age of receiving social pension allowance, the employee will be calculated to receive the monthly allowance at the higher level. In case the total amount calculated based on the payment period and the basis for social insurance payment is not enough for the employee to receive the monthly allowance until reaching the age of receiving social pension allowance, if the employee wishes, he/she can make a one-time payment for the remaining amount to receive until reaching the age of receiving social pension allowance.
Mr. Lam Van Chi, 64 years old, former Party Secretary of Khoi Ha Hamlet (Cau Khoi Commune, Duong Minh Chau District), after retiring, he became the Captain of the Security Team of Pou Hung Vietnam Co., Ltd. in Cha La Industrial Park (Cha La Commune, Duong Minh Chau District). At the end of 2024, he did not withdraw all of his social insurance money to spend but continued to participate in social insurance voluntarily to receive a pension when he had 20 years of participating in social insurance. Up to now, this man has received a pension for 5 months, 2.4 million VND per month.
“Paying more social insurance will help you have welfare money in the future, so that you can be healthy in 5-10 years, because it is difficult to work when you are old. In addition, by continuing to participate in voluntary social insurance, you will also enjoy preferential treatment when using your health insurance card when going to hospitals for examination and treatment,” said Mr. Chi.
Mr. Nguyen Trong Thang - Deputy Head of the Communications Department of Tay Ninh Social Insurance added that according to the new regulation, the monthly subsidy level is not a fixed level but will be adjusted by the State based on the increase in the consumer price index in accordance with the capacity of the State budget and the Social Insurance Fund. This is a very beneficial regulation for employees who have paid social insurance but do not receive one-time social insurance, in order to ensure social security, helping employees have a stable income to cover their living expenses.
In addition, in addition to the monthly allowances received, these two groups will be given free health insurance cards to receive health care according to the provisions of the Law on Health Insurance. When receiving social insurance and unfortunately passing away, relatives will receive a one-time allowance for the months not yet received and will receive funeral allowance according to regulations. This is a very beneficial regulation for employees who have paid social insurance but do not receive one-time social insurance to ensure social security, helping employees have a stable income to cover their living expenses.
This regulation is intended to facilitate late participation in social insurance by workers. Specifically, there are people aged 45-47 who have just started participating in social insurance, or those who have not participated continuously, or those with special characteristics, with a short working time, leading to the fact that when they reach retirement age, they still have not accumulated enough 20 years of social insurance contributions. Thanks to the regulation reducing the number of years of social insurance participation to 15 years, workers will have the opportunity to receive monthly pensions and be issued health insurance cards for medical examination and treatment.
In addition, the Social Insurance Law 2024 also adds a monthly subsidy regime for employees who are of retirement age but do not meet the requirements for payment period. Upon request, employees will receive monthly subsidies and be issued health insurance cards throughout the period of benefit.
