The university no longer keeps admission records.

Recently, a representative of Hanoi University (formerly the University of Foreign Languages) informed the press that Mr. Vuong Tan Viet (aka Venerable Thich Chan Quang) studied English language in the distance learning program of the university, with the study period from 1994 to 2001.

According to the representative of this school, the maximum training time of the distance learning program during the period when Mr. Vuong Tan Viet studied was 9 years. Up to now, 23 years after Mr. Viet graduated, the representative said that Hanoi University no longer has Mr. Viet's enrollment records.

Thus, before Mr. Viet got his second degree in law (part-time) and his doctorate from Hanoi Law University, Mr. Vuong Tan Viet had already studied for his first university degree at the University of Foreign Languages.

That also means that Hanoi University of Foreign Languages (now Hanoi University) is where Mr. Vuong Tan Viet submitted his high school diploma as an admission requirement to study at university.

However, as Thanh Nien Newspaper reported, Mr. Vuong Tan Viet's name was not on the list of candidates and the score sheet of the 1989 high school supplementary graduation exam of the Department of Education and Training; his name was not on the list of high school supplementary graduation certificates issued on June 6, 1989 of the Department of Education and Training of Ho Chi Minh City.

The Ministry of Education and Training is coordinating with relevant authorities and security agencies to investigate and clarify other important information about Mr. Viet's diploma.

How long will it take for a student's application to be cancelled?

A representative of the Ho Chi Minh City-based Academy of Posts and Telecommunications Technology said that universities store student records according to the regulations in the Circular regulating the retention period of professional documents of the education sector issued by the Ministry of Education and Training in December 2016, effective in February 2017.

Accordingly, documents related to students that are permanently kept by the university include admission decisions, admission lists, benchmark scores, and student learning outcomes by semester, school year, and course.

For projects and graduation theses that meet the students' requirements, the school will keep them for 20 years, and for projects that do not meet the requirements, they will be kept for 5 years. Exam papers and documents related to exams and graduation exams of students will be kept for 2 years.

"Meanwhile, candidates' application files, exams, and other documents related to admission will be stored until the end of the course. Therefore, photocopies of high school diplomas, ID cards, high school transcripts, etc. of students can be destroyed after graduation," the representative shared.

According to this circular, the level of preservation period for each specific record and document of an agency or unit must not be lower than the level prescribed in the circular.

Master Pham Thai Son, Director of the Admissions and Communications Center of Ho Chi Minh City University of Industry and Trade, said that at Ho Chi Minh City University of Industry and Trade, student admission records are stored from the time students start university until they graduate from university for 4 years. That means the school stores students' admission documents for 8 years.

"This file includes a photocopy of the high school diploma, admission notice, photocopy of the ID card (or citizen ID), high school transcript... After the student graduates, the school will still keep the file for another 4 years to prevent any arising cases such as lawsuits...", Master Pham Thai Son said.

Thus, the fact that Hanoi University no longer keeps Mr. Vuong Tan Viet's admission records 23 years after his graduation is not against regulations.
