Son Vi is a particularly difficult border commune, about 350km from the provincial center, with 3,361 households and 19,486 people, of which more than 80% are Mong people. The poverty rate is nearly 50%, near-poor is more than 6%. Harsh natural conditions and difficult traffic conditions pose even more challenges in border protection work.

The whole commune has 51 villages, of which 20 border villages have a total border length of more than 41km, including 107 markers (91 main markers, 15 secondary markers and 1 double marker). The border area is assigned to Xin Cai Border Post in charge of 23.831km (35 markers) and Son Vi Border Post in charge of 17.486km (72 markers).

Ahead of the Congress, local armed forces such as police, border guards, and militia coordinated to patrol and strictly control key areas, especially trails and openings that are prone to violations. Working groups maintained combat readiness, proactively handling situations, avoiding being passive or surprised.

Along with that, the propaganda and dissemination of laws were promoted. The grassroots armed forces mobilized people to participate in protecting the border and border markers, and not to support violations of border regulations. Thanks to that, the people's security posture associated with the national defense of all people continued to be consolidated.

The initiative, sense of responsibility and close coordination among the forces contributed to creating a solid position at the Fatherland's fence, contributing to ensuring safety for the 1st Son Vi Commune Party Congress.
