Provincial People's Committee held a thematic meeting in July

On the morning of July 18, the Provincial People's Committee held a special meeting for July, reviewing many important issues. The meeting was held directly at the provincial bridge and connected online to 124 bridge points of communes and wards.

Comrades: Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Gia Long, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee co-chaired the meeting.

Attending the meeting were comrades: Pham Thi Minh Xuan, member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Council; Ma Thi Thuy, member of the Provincial Party Committee, Deputy Head of the full-time National Assembly Delegation of the XV term of Tuyen Quang province; leaders of departments and branches of the province.

The meeting spent time listening to representatives of communes and wards providing general information on the post-merger activities, difficulties, obstacles and shortcomings in performing professional tasks and implementing administrative procedures. Reviewing and commenting on 11 contents and draft reports of the Provincial People's Committee submitted to the Special Session of the Provincial People's Council and 5 contents under the authority of the Provincial People's Committee.

The communes and wards proposed that the province should soon invest in a synchronous system of machinery and equipment and arrange IT specialists for the communes; build public houses for commune officials who come to work from far away; supplement civil servants for communes that are lacking according to the assigned payroll; provide financial support for localities affected by natural disasters that have to move households out of landslide-prone areas; provide guidance for communes in managing and using funding sources, paying policies for beneficiaries of social protection; provide guidance on appointing school management staff; decentralize budget revenue sources to localities, etc.

Speaking at the discussion, Vice Chairwoman of the Provincial People's Council Pham Thi Minh Xuan and Vice Chairman of the Provincial People's Committee Hoang Gia Long, along with leaders of departments and branches, shared the difficulties of the communes after the merger. At the same time, they received, responded to and clarified the recommendations and proposals of the localities.

Delegates requested departments and branches to clarify the authority to decide on a number of provincial policies; further study the expansion of subjects in the draft policy on travel and work support when implementing administrative unit arrangement; review the indicators on tourists, hospital beds and temporary housing elimination, total product, total income in the draft report on the implementation results of the socio -economic development plan for the first 6 months of 2025 and the socio-economic development plan for 2025 after the merger; study the adjustment of the governing bodies of projects at the district and commune levels before the merger.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc requested: Regarding the opinions of the communes, the Department of Home Affairs shall advise on the rotation and adjustment of the staff of the communes to ensure sufficient staffing levels, meeting the requirements of the immediate and long-term work; the Department of Finance shall advise on the arrangement of the accounting staff of the communes and develop policies to support cadres who have to move their residences and houses due to the implementation of the arrangement of administrative units at the provincial and communal levels and provide guidance on revenue and expenditure for localities; the Department of Justice and other departments and branches shall coordinate to advise on the development of new mechanisms and policies of the province in accordance with the practical situation. In the immediate future, the mechanisms and policies shall continue to apply the old regulations before the new policies are issued. The Department of Science and Technology shall ensure smooth communication; support the construction of additional online meeting rooms for the communes; and develop a digital signature system for leaders and civil servants of the communes.

Chairman of the Provincial People's Committee Phan Huy Ngoc requested localities to compile statistics on infrastructure investment needs, supplement essential equipment and practical difficulties in each field to report to the province and departments and branches; assign officials in charge of each village and household group to promptly grasp the situation at the grassroots level; proactively take measures to overcome natural disaster damage according to the "4 on-site" motto...

Regarding the submissions, Chairman of the Provincial People's Committee Phan Huy Ngoc requested leaders of departments and branches to absorb delegates' opinions and complete the submissions to ensure quality and accurate data.

Comrade Phan Huy Ngoc noted that the upcoming 80th anniversary of the August Revolution and National Day on September 2nd, and at the same time welcoming Party congresses at all levels, departments and branches based on their functions and tasks should pay attention to urging units to speed up urban beautification projects, traffic signs, and festive decorations in the central areas of wards and communes to create an exciting atmosphere among the people and ensure traffic safety.
