The above information was announced by the Chief of Staff of the President of Ukraine, Mr. Andrey Ermak, on Eastern European national television.

According to Mr. Ermak, negotiations on energy infrastructure could use the same principles as in the previous grain corridor negotiations and Qatar could play a mediating role in the negotiations.

Ukraine is currently facing the risk of losing lighting and heating in winter due to attacks on its energy infrastructure.

The World Health Organization (WHO) has reported that Ukraine will face power cuts of up to 20 hours a day in the winter of 2024. There have also been warnings in the country that “ghost cities” without light will appear, with residents fleeing to other places.

On the same day, November 4, German Foreign Minister Annalena Baerbock made a surprise visit to Ukraine, bringing with her an additional aid package worth 200 million Euros (about 218 million USD) to help the people of the Eastern European country through the third winter of the conflict.

According to German news agency DW , the money will be used to provide fuel for homes near the front line that do not have energy supplies as well as necessities for Ukrainians including blankets or warm coats.

However, Ms. Baerbock noted, this additional humanitarian aid is not for the energy sector, but for urgent winter relief for the population.

According to the head of German foreign affairs, through humanitarian support and aid, Berlin not only helps the Ukrainian people get through the winter but also "helps their country get through the war".

Meanwhile, on November 5, the Australian Ministry of Defense also issued a statement saying that Australia will donate 14 ships to Ukraine to demonstrate Canberra's continued commitment to supporting Kiev in protecting the country.

The latest military assistance package worth AUD 14 million ($9.2 million) will help Kiev strengthen its maritime and coastal defense capabilities, which are a key area of activity for the Ukrainian Armed Forces.

The Australian Defence Force vessels will provide Ukraine with a fast and highly mobile maritime capability. Australia has previously provided Ukraine with rigid hull inflatable boats.
