According to the Ministry of Natural Resources and Environment, in 2023, the entire natural resources and environment sector will focus on building and completing the draft laws on Land (amended), Water Resources Law (amended), and Geology and Minerals Law.
At the 6th session, the 15th National Assembly passed the Law on Water Resources (amended); the draft Law on Land (amended) continues to be discussed and commented on and will be submitted to the National Assembly for approval at the nearest session. The draft Law on Geology and Minerals is being completed to ensure submission to the Government and the National Assembly in 2024.
The whole industry has conducted 2,020 inspections and checks on 5,089 organizations and individuals. Administratively sanctioned 944 organizations and individuals with a total fine of VND 135.1 billion, and recommended the recovery of 382 hectares of land.
The Ministry of Natural Resources and Environment also advised and submitted to the Prime Minister for approval the Project to implement the Political Declaration to establish 26 Just Energy Transition Partnerships (JETP Declaration); to implement the Action Plan to reduce methane emissions by 2030...
However, according to the Ministry of Natural Resources and Environment, there are still some limitations that have not been implemented, such as the results of building and operating the land database nationwide so far have not met the requirements and completion progress.
In particular, waste in the exploitation and use of resources is still common, such as: land of projects that are slow to be put into use, left fallow, land of forestry farms, projects that have been stopped after inspection, examination, and audit. Illegal exploitation of mineral resources; water resources are still being wasted, with low efficiency, especially in agriculture.
In 2024, the Ministry of Natural Resources and Environment will continue to focus resources on completing the draft Law on Land (amended) to submit to the Government and the National Assembly for approval at the nearest session; the draft Law on Geology and Minerals for the Government to submit to the National Assembly in 2024.
At the same time, organize the implementation of the Law on Water Resources (amended); develop and submit to the Government and the Prime Minister for promulgation and promulgate under authority legal documents to ensure synchronous and unified implementation in all areas of the industry.
