According to the plan of VFF and VPF, Dong Nai Club (runner-up of the 2024-2025 National First Division) will be promoted to replace Quang Nam to participate in the V-League in the 2025-2026 season. In case Cong Phuong's team refuses, PVF-CAND Club (ranked 3rd in the 2024-2025 National First Division) will be selected. If PVF-CAND also does not agree to be promoted, VFF and VPF will agree to keep the 13 V-League teams and will reschedule the matches.
