In the overall picture, Vietnam maintains its second position in the group of lower-middle-income countries, just behind India. In addition, the five upper-middle-income countries ranked above Vietnam include China, Malaysia, Türkiye, Bulgaria and Thailand.

All countries above Vietnam in the rankings have developed industries, are in the high-income group, and have a high ratio of spending on scientific research and development to GDP. In the ASEAN region, Vietnam ranks fourth, after Singapore, Malaysia and Thailand.

WIPO has also recognized Vietnam as one of three countries with outstanding achievements compared to its development level for 14 consecutive years.

Mr. Huynh Thanh Dat - Minister of Science and Technology emphasized: "These positive results were achieved thanks to the close and drastic direction of the Government and the Prime Minister, along with the participation of ministries, branches, localities and the science, technology and innovation community. Enterprises have also been proactive in researching and applying science and technology in production and business activities, promoting innovation in enterprises."

Regarding innovation inputs, the two main pillars of Institutions and Human Resources in research need to be improved, especially the group of indicators related to education and higher education. According to the leader of the Ministry of Science and Technology, ministries and sectors need to identify and implement fundamental, synchronous and long-term solutions, quickly overcome the lack of data as well as data that is not updated to ensure more accurate assessment results.
