Hiep Duc Commune: Ready for a new development path

Hiep Duc commune was established from the merger of 3 communes: Hiep Duc, Hoi Xuan and Tan Phong. Immediately after its establishment, on July 1, 2025, Hiep Duc commune People's Council held the first meeting and passed Resolution 05 on the establishment of specialized agencies under the People's Committee of the commune, including: Office of the People's Council and People's Committee of the commune, Economic Department, Department of Culture - Society and Public Administration Service Center. On the same day, Hiep Duc commune People's Committee issued Decision 03 on receiving and assigning civil servants to specialized agencies and the Public Administration Service Center.

The highlight of the administrative reform process in Hiep Duc is the putting into operation of the Commune Administrative Service Center from July 1, 2025. After 1 month of operation, with 7 officers and civil servants directly performing the tasks, the Center has received and processed more than 300 administrative records.

People coming to the Center are warmly welcomed and guided, the process of receiving and returning results is operated according to the "one-stop-shop" mechanism. In addition, the Center also faces some difficulties such as: Lack of digital signatures for staff, unsynchronized civil status software between units after the merger and people are still limited in using online public services. However, with the initiative and service spirit of the civil servants, the Center has gradually overcome difficulties and increasingly received satisfaction from the people.

Along with administrative work, the Party apparatus, Government and mass organizations of Hiep Duc commune were also quickly consolidated. Socio -political organizations such as the Farmers' Association, Women's Union, Veterans' Association and Youth Union have completed the assignment of tasks, stabilized the organization, and implemented activities to grasp the thoughts and public opinions of the people after the merger.

In addition, Hiep Duc commune has utilized old headquarters to arrange them appropriately: the Party Committee headquarters is located at the People's Committee of Hoi Xuan commune (old), the People's Committee headquarters is located at Hiep Duc commune (old), the Commune Police headquarters is located at Tan Phong commune (old). The inventory of public assets, reallocation of equipment, and offices are carried out seriously, scientifically , and waste is limited.

The initial results of Hiep Duc commune after putting into operation the 2-level local government model are very remarkable, the political system is stable, the government operates effectively, the people agree and actively cooperate with the authorities.

The goals of socio-economic development and national defense and security have been maintained and continue to have positive changes. However, there are still some difficulties and limitations in the process of operating the 2-level local government model: having to carry out many tasks in parallel, information technology equipment is not synchronized (most of it is old), people are still limited in accessing online public services...

Faced with that reality, the Commune People's Committee proposed that the province soon allocate the public investment plan for the period 2020 - 2025 and 2025 so that the locality has a basis for implementation. In addition, organizing professional and skill training courses for officials and civil servants; raising people's awareness of digital transformation is also a key task in the coming time.

At the same time, with the attention and close direction of the Provincial Party Committee, People's Council, People's Committee and provincial departments, branches and sectors, together with the efforts of the entire political system and the solidarity of the people, Hiep Duc commune is entering a new stage of development, more stable, more synchronous and more modern.

In addition, the organization of the 1st Party Congress of Hiep Duc commune is not only a milestone marking the beginning of a term, but also an important turning point for Hiep Duc to make a breakthrough, towards building a comprehensively developed new rural commune, meeting the requirements of building Hiep Duc commune into a model locality in administrative reform, digital transformation and sustainable development in the term 2025 - 2030.

According to comrade Le Van Vu, Secretary of the Party Committee of Hiep Duc commune, determining that the 1st Party Congress of the commune, term 2025 - 2030 is an important political event, the Executive Committee of the Party Committee of Hiep Duc commune has proactively developed and implemented a plan to organize the congress very early.

Comrade Le Van Vu emphasized: “To successfully lead the organization of the 1st Commune Party Congress, the Party Executive Committee has issued a complete plan, established sub-committees and working groups to serve the Congress; at the same time, led the Party cells and affiliated Party Committees to organize the congress and Party member conferences for the 2025-2030 term on time; clearly identified the directions, goals, tasks and solutions for the new term.

We have also issued a plan to disseminate, organize discussions and synthesize opinions on draft documents to be submitted to the 14th National Congress of the Party and the 1st Provincial Party Congress, term 2025 - 2030. The preparation of facilities, content and program of the congress has been carefully carried out, ensuring that it takes place as planned, expected on August 11 and 12, 2025.
