Despite the infrastructure and cramped and difficult working conditions, for the purpose of continuous goals and tasks, not to interrupt the work of the people and businesses in the area, the collective leadership, cadres and civil servants at the commune level of Dien Bien province have calculated and been flexible in arranging and assigning suitable and convenient working places for the people. Currently, although the working space of each cadre and civil servant is more cramped, the commune cadres still ensure convenience and meet the requirements. Nguyen Hong Son, Standing Deputy Secretary of the Party Committee of Tua Thang commune, said: To meet the requirements of the work, the commune has immediately renovated 6 classrooms of Huoi So Secondary School (old) and Huoi So Cultural Post Office into small rooms with enough space to arrange working rooms for the departments.
Although cramped, everyone took the initiative to overcome it because everyone determined that the difficulty of the headquarters was only initial, in the long run everything would be more favorable. Nua Ngam commune temporarily arranged for cadres and civil servants to work at 2 locations, including: The main headquarters in Nua Ngam commune (old) is the workplace of the Party bloc and the People's Committee of the commune; the headquarters of He Muong commune (old) is about 7 km from the main headquarters, the workplace of the People's Council and the Fatherland Front Committee of the commune.
The Public Administration Service Center and two specialized departments (Economics and Culture) are located at the old Cultural House. “Both the center and the two specialized departments work at the same location. Although it is cramped, we try to overcome it to facilitate receiving and handling administrative procedures for the people,” said Vice Chairman of the People’s Committee of Nua Ngam Commune, Cao Van Toan. Currently, the whole Dien Bien province has thousands of cadres and civil servants in the mountainous communes of Nua Ngam, Tua Thang, Sin Thau, Muong Nha, Pu Nhung, etc.
Comrade Senh A Cho, a civil servant of the Inspection Committee of Nua Ngam commune, lives in Huoi Chanh village, nearly 30 km from the commune center, of which nearly 10 km is a dirt road, so traveling during the rainy season is extremely difficult. To overcome the immediate difficulties, Comrade Cho rented a ground-floor house near the headquarters for convenience in traveling and working. He said: "During the rainy season, the house is too muddy and far away to travel every day.
Therefore, even though I had not received my July salary, I decided to temporarily rent a level four house as a place to live. Traveling and living in two places is more expensive, but because of work, my colleagues and I proactively overcome it." Directly inspecting the operation and arranging workplaces for cadres and civil servants in the communes of Muong Phang, Sam Mun, Si Pa Phin, etc., the leaders of Dien Bien Provincial Party Committee acknowledged the efforts to overcome difficulties of everyone and the initiative and flexibility of the Party Committee and commune authorities in arranging and setting up workplaces to ensure convenience for people and businesses to come and do transactions.
