Actively scan and block bad and toxic information
Responding to voters' petitions, the Ministry of Information and Communications said that the Internet always has two sides. Besides the positive impacts such as promoting the development of all aspects of society, connecting users without limits in space and time, being a favorable environment for business, study, entertainment... the Internet in general also has many negative impacts; bad and toxic information from social networks, personal blogs, the influence of online games, violent and obscene movies have contributed to increasing crime and many other social phenomena of concern, especially for students due to easy access to fraudulent, false, and toxic information... Recognizing this situation, in recent years, the Ministry of Information and Communications has resolutely implemented many measures to limit the above negative impacts, specifically:
1. By using many measures to resolutely combat cross-border platforms, forcing these platforms to increasingly meet the requirements of the Vietnamese Government , including increasing the rate, preventing and removing bad and toxic information to the highest level; proactively scanning and blocking bad and toxic information;
2. Establish and effectively exploit the Cyberspace Scanning Center to promptly detect sources of malicious information;
3. Strengthen handling of violators;
4. Coordinate with the Ministry of Culture, Sports and Tourism to manage celebrities, artists, and people who have a great impact and influence on the younger generation to avoid deviant behavior;
5. Complete the policy system, specifically develop a Decree to replace Decree No. 72/2013/ND-CP dated July 15, 2013 and Decree No. 27/2018/ND-CP dated March 1, 2018 on management, provision and use of Internet services and online information, adding many regulations to limit the situation of bad, toxic, untrue and illegal information on the network environment;
6. Strengthen coordination between ministries, branches and localities; promote the role of ministries and local branches in managing cyberspace;
7. Strengthen propaganda to raise people's awareness, so that each person has resistance when accessing and using information on the internet.
In the coming time, the Ministry of Information and Communications will continue to implement the following measures:
- Continue to review and complete the system of legal documents; Disseminate and implement the provisions of the Decree replacing Decree No. 72/2013/ND-CP after it is issued by the Government.
- Regarding the fight against cross-border platforms: (1) Maintain a high rate of blocking and removing bad and toxic content on cross-border platforms (>92%), remove more accounts, pages, channels, and groups that violate the law; (2) Handle and force cross-border platforms to correct violations and strictly comply with Vietnamese law.
- Continue to regulate the flow of advertising money from cross-border platforms to press agencies, websites, pages, and verified content channels.
- Effectively utilize the team of large media companies, KOLs have gathered and connected to deploy communication campaigns for policies and guidelines of the Ministry on cross-border platforms.
- Strengthen coordination with competent authorities, ministries, branches and localities to improve the effectiveness of information management on social networks and information and services on cyberspace in the direction that whoever manages a field in the real world must manage that field in cyberspace.
- Invest in improving the capacity of staff to meet task requirements, focus on specialized training and inspection and supervision in some localities, ministries, branches, etc. Strengthen the review and handling of false information, defamation, insulting the privacy of individuals, organizations, citizens, inciting, dividing, opposing the Party and the State and spreading harmful information on the Internet.
- Increase the effectiveness and upgrade the Cyberspace Monitoring Center and the National Center for Handling Fake News and Toxic Information. Organize training and guide localities to build local Fake News and Toxic Information Handling Centers to connect and form a national network for handling fake news and toxic information.
- Continue to direct, orient, and provide timely information to the press, improve propaganda effectiveness, especially on issues of public interest at home and abroad; promote communication and education to raise public awareness./.
