The reason is that Cao Kim Beauty Salon used drugs, substances, and equipment to intervene in the human body (surgery, procedures, interventions involving injection, injection, pumping, radiation, waves, burning, or other invasive interventions) to change skin color, shape, weight, and defects of body parts (skin, nose, eyes, lips, face, chest, abdomen, buttocks, and other parts of the human body), tattooing, spraying, and embroidering on the skin using injectable anesthetics at facilities that are not hospitals with cosmetic specialties or cosmetic clinics or other medical examination and treatment facilities with specialized scope of activities in cosmetic specialties.

In addition to the fine, Cao Kim Beauty Salon was suspended from medical examination and treatment until all relevant legal documents were completed.

Ms. NTQN, a technician working at Cao Kim beauty salon, was fined 35 million VND for examining and treating patients without a medical practice certificate.

In addition, Ms. TTTL, owner of the HABERI beauty salon (84 Tran Quoc Toan, Vo Thi Sau Ward, District 3) was fined 45 million VND for providing beauty services at the beauty salon without sending a written notice to the competent state agency that it meets the conditions for providing beauty services as prescribed. In addition, this facility was also suspended from medical examination and treatment activities until it had all relevant legal documents.

Ho Chi Minh City: More than 7,000 facilities providing aesthetic services

Currently, in Ho Chi Minh City, there are a total of 7,087 establishments providing aesthetic services. Of these, only 598 establishments are licensed by the Ministry of Health and the Department of Health (accounting for about 15%). The remaining 85% of establishments are granted business registration certificates by the People's Committees of districts, towns and Thu Duc City.

Specifically, of the 598 cosmetic facilities assessed and licensed by the Ministry of Health and the Department of Health , 35 are operated by cosmetic surgery specialists (20 cosmetic hospitals, 15 general hospitals with cosmetic departments); 257 facilities are cosmetic surgery clinics; 306 dermatology facilities have cosmetic services.

There are 6,489 establishments granted business registration certificates by the People's Committees of districts, towns and Thu Duc City. These facilities operate without the need for medical review and licensing. Of these, there are 2,175 spa and skin care establishments; 516 skin spraying, tattooing, and embroidery establishments; 3,798 hair cutting, shampooing, and nail service establishments...

According to regulations, for cosmetic service establishments, the types of skin spraying, tattooing, and embroidery must have a written notification of eligibility sent to the Department of Health within 10 days before operating. As of October 24, there were 103 establishments that self-declared their eligibility to operate cosmetic services.
