UK to become first country to criminalize AI child abuse tools

(CLO) The UK will make it a criminal offence to possess, create or distribute artificial intelligence (AI) tools used to create child pornography.


The UK is set to become the first country to introduce laws against artificial intelligence tools being used to create child pornography, aiming to curb a phenomenon that Home Secretary Yvette Cooper says is on the rise.

The government announced on Saturday that it will make it illegal to possess, create or distribute AI tools that generate abusive imagery, punishable by up to five years in prison.

The UK government says AI tools are being used to create child sexual abuse images by "de-naking" real-life children or by "splicing the faces of other children onto existing images".

Possessing an AI “pedophile manual” that teaches people how to use AI to sexually abuse children could also be considered a crime and could be punishable by up to three years in prison.

The UK government said the new law would also criminalise “predators who operate websites designed for other paedophiles to share depraved child sexual abuse content or advice on how to groom children”, with penalties of up to 10 years in prison.

Over a 30-day period in 2024, IWF analysts used AI to identify 3,512 images of child abuse on a single dark web site. The number of images of the most serious type also increased by 10% in a year, according to their findings.
