Linking responsibility with efficiency, bringing Party policies into life

In recent times, Ha Tinh Social Insurance has clearly demonstrated its key role in developing participants in social insurance, health insurance, and unemployment insurance, affirming the pivotal role of these policies in the social security system. With the spirit of serving the people, in the role of a "social security bridge", the provincial Social Insurance has both advised on policies, coordinated implementation, and supervised implementation. From the Social Insurance agency, the "social security bloodline" has "flowed" to medical facilities, businesses, schools, families, and individuals.

By the end of June 2025, the health insurance coverage rate in Ha Tinh reached over 94% of the population; compulsory social insurance participants accounted for 32.6% of the workforce; more than 73,000 freelance workers participated in voluntary social insurance, reaching a coverage rate of 13.8% - 2.5 times higher than the national average.

Over 70,200 people are receiving monthly pensions and social insurance benefits, of which over 99.5% receive them through bank accounts.

Social insurance policies help people have a stable income when they reach retirement age. Unemployment insurance helps workers receive benefits when they lose their jobs. Health insurance has a profound humanitarian meaning, helping to protect health in case of illness or accident, reducing financial burden and creating conditions for everyone to access medical services. With the responsibility assigned by the State to implement these policies, over more than 30 years of formation and development, Ha Tinh Social Insurance has constantly innovated and expanded the coverage of social insurance, health insurance, and unemployment insurance, taking people and businesses as the center of service”.

March 1, 2025 marks an important turning point when Vietnam Social Security officially becomes a specialized unit under the Ministry of Finance according to Decision 391/QD-BTC dated February 26, 2025. In the new organizational structure, Vietnam Social Security is organized from the central to local levels according to a 3-level system: Vietnam Social Security, provincial Social Security and grassroots Social Security under provincial Social Security. This transformation not only restructures the organizational system but also affirms the important role of social security agencies at all levels in implementing social security policies in the area.

Health insurance has profound humanitarian significance, helping to protect health in case of illness or accident, reducing financial burden and creating conditions for everyone to access medical services.

On the other hand, according to the Social Insurance Law No. 41/2024/QH15, the Law on Amending and Supplementing a Number of Articles of the Health Insurance Law No. 51/2024/QH15 (effective from July 1, 2025) continues to affirm that Social Insurance is a State agency, with the function of implementing policies, playing a role in ensuring the rights of participants, from issuing social insurance books, health insurance cards to resolving sickness, retirement, and unemployment benefits. This once again affirms the legitimacy, proactiveness, and full responsibility of the Social Insurance agency in organizing the implementation of social insurance, health insurance, and unemployment insurance policies, from advising, coordinating implementation to organizing supervision and reporting.

“Ha Tinh Social Insurance will continue to adhere to this spirit to advise the Party Committee, the government, and the steering committee on developing participants; at the same time, coordinate with sectors and localities to propagate, remove difficulties, and ensure the best benefits for the people,” affirmed Ms. Dang Thi Anh Hoa - Deputy Director of the provincial Social Insurance.

Comprehensive innovation to better serve people

To meet the increasing demands in policy implementation, Ha Tinh Social Insurance promotes digital transformation, administrative reform, improves communication quality, aiming to serve people better and better.

The whole province has synchronized 99.9% of participant data with the National Database; 100% of health insurance examination and treatment facilities use CCCD instead of paper cards; 92% of health insurance examinations are successfully authenticated via CCCD. The VssID application has become a popular tool for people to look up and access policies quickly and conveniently.

The application of IT and administrative reform in the implementation of medical examination and treatment procedures has helped people more conveniently use health insurance services.

Along with that, the industry has increased inspections, publicized the list of units owing social insurance; coordinated with agencies to handle violations, and prevented profiteering. Communication work has also been innovated with diverse forms such as: livestream, interactive fanpage, direct response via Zalo, social networks, helping disadvantaged groups and remote areas to access policies more easily. Up to now, the rate of students participating in health insurance in the whole province has reached 99.77%, many localities have reached 100%.

Ms. Truong Thi Tuyet - Head of Propaganda and Participant Support Department shared: "We communicate with the goal of helping people understand that the policy is protecting them in the long term and sustainably. Especially for freelance workers, the important thing is trust - so that they actively participate, not because they are forced to."

Carefully preparing content before conversations with people is the "secret" to success in propaganda and mobilization of the provincial Social Insurance's professional departments.

Thanks to effective communication, voluntary social insurance is increasingly widely accepted - a success that cannot be measured by numbers, but by changes in public awareness.

Ms. Dang Thi Anh Hoa affirmed: "When low-income people, farmers, and freelance workers in the informal sector voluntarily participate in social insurance and health insurance, this is not only the result of communication, but also the clearest sign that the policy has touched the trust and entered life for the benefit of the people."

Persistently and firmly, Ha Tinh Social Insurance is affirming its role as a State agency implementing social security policies. There, policies are not only legal provisions, but also a support in times of illness, old age or unemployment; a firm commitment of the State and a clear expression of a political system that puts people at the center.
