During the past term, Corps 15 carried out its tasks in 271 villages, mainly in remote, border, and ethnic minority areas in 37 communes, 9 districts, and cities of 4 provinces: Gia Lai, Kon Tum, Quang Binh , and Binh Dinh. At the same time, it carried out its tasks in 5 districts of Attapeu province of Laos and 4 communes in 4 districts of Ratanakiri province, Kingdom of Cambodia.

Major General Hoang Van Sy, Commander of the 15th Corps, visited and worked at the Steering Committee for grassroots political building and comprehensive rural development of the Lao Ministry of National Defense .

The Party Committee and Command of the 15th Corps focused on leading, directing, and synchronously and drastically implementing many solutions to build national defense and security potential with the motto "Planting strategic trees, cultivating strategic people". With the consistent and continuous policy of "Developing and expanding production to where, attracting labor and building residential areas there", together with the locality, creating a solid and interconnected defense posture.

Since then, over the years, the Corps has brought nearly 13,000 households with more than 50,000 people, built 266 residential clusters along 251km of border, eliminating the "empty" population situation. The concentrated and stable residential areas have contributed to helping local Party committees and authorities establish 3 new districts, 13 communes, 24 villages and hamlets on the border; created a source and recruited more than 215 ethnic minority party members.

In addition to the two main products of rubber and coffee, the Corps has gradually expanded its business lines to serve production and life, increasingly meeting market demands; regularly creating stable jobs for more than 15,000 workers, of which ethnic minority workers account for more than 60%; tens of thousands of people have side jobs; salaries and policies for cadres and workers are guaranteed promptly and adequately, and the lives of workers and people in the area are gradually stabilizing.

To build a national defense posture associated with a solid people's security posture and create a fighting posture of village clusters and communes, the Corps closely coordinated with local Party committees and authorities to arrange residential clusters and points interspersed with 271 villages and hamlets, suitable for concentrated production areas of companies, units, and production teams associated with defensive combat plans.

Residential clusters and points are built as "fortresses" and "defensive lines" in which each person is a "living landmark" on the border; as fighting villages and communes, where each worker and laborer is a "soldier" together with local Party committees, authorities and armed forces, forming a continuous defense posture, firmly protecting the sovereignty and border security of the Fatherland.

Corps 15 inaugurated and handed over the project "Shine of the Village" to the people of Ia Dok commune, Gia Lai province.

In particular, along the border, self-managed border and landmark teams of units in the Corps were formed and operated effectively, regularly coordinating closely with local Party committees, authorities, and armed forces to build the potential of defense areas.

From 2020 to present, the Corps has directed its affiliated companies, enterprises, and defense economic groups to coordinate with localities to install nearly 200 gongs to protect national border security at agencies and units; 94 alarm gongs in border villages and hamlets; and nearly 700 security cameras at agencies, units, and key and vulnerable areas, contributing significantly to protecting national sovereignty and border security, maintaining political security, order, and social safety in the area, creating a solid national defense posture and people's security.

The most successful mark of the Corps is the creation and implementation of the “Household Connection” model between Kinh households and local ethnic minority households. This is a model with profound humanity, suitable for the customs and lifestyles of ethnic groups in the Central Highlands. The goal is to implement solidarity, based on village and neighborhood sentiment, connecting on brotherhood, sharing the joys and sorrows.

Up to now, there have been 4,269 pairs of households that have joined together to help and work together to develop the family economy, contributing to preserving every inch of land at the border source. The "Household Connection" model has changed the traditional, backward production method from many generations to a new, advanced, and effective production method, improving the lives of the majority of the population; many ethnic minority families are not only well-off but also become rich, many households have an income of 200 to 300 million VND/year.

For ethnic minorities, officers and soldiers of Corps 15 implement the method of "holding hands and showing how to do things", inspiring, believing and aspiring to overcome poverty. Therefore, many families who used to go without meals all year round have now become advanced examples in production labor, good workers, creative workers; are excellent workers, union members, association members, exemplary party members, holding important responsibilities in production stages; have a leading and spreading effect on the community in economic development, hunger eradication and poverty reduction in remote, isolated and border areas. Currently, the average income of workers is 9 million VND/person/month.

The practice of building and developing the Corps in the past term is a vivid proof affirming the correct and wise leadership of the Party, the State, the Central Military Commission, and the Ministry of National Defense in implementing the task of socio-economic development, associated with strengthening national defense potential, and national defense associated with the economy. Soldiers on the economic-defense front have forged the tradition of "Resolute in goals, overcoming all difficulties, sticking with the people, being creative and diligent, and uniting to win", contributing to beautifying the image of Uncle Ho's soldiers in the strategic area of the Central Highlands.

In the 2025-2030 term, the Party Committee and the Corps Command will focus on leading and directing agencies and units to successfully implement two strategic tasks at the same time: Expanding production, building concentrated residential areas; developing the economy while maintaining national defense and security along the entire northern border of the Central Highlands. At the same time, proactively innovating from the planning model to self-reliant accounting for investment and business. Focus on leading and directing the effective implementation of resolutions and directives of the Party, State, Central Military Commission, and Ministry of National Defense on socio-economic development tasks and military and national defense tasks in the new situation.

Strengthen education, improve political capacity; preserve and promote the nature of Uncle Ho's soldiers in the new period; constantly improve the level and combat readiness, avoid being passive or surprised, closely coordinate with localities and forces to promptly handle all situations, ensure the locality is always stable in terms of political security, order and social safety. Well implement the Army's rear policy and the work of gratitude.

Pay attention to solving employment and increasing income for cadres, soldiers and workers. Build a strong and comprehensive Party Committee of the Army Corps, improve the leadership capacity and fighting strength of the Party organization. Promote internal strength, inherit the achievements of the Army Corps in performing military and defense tasks associated with socio-economic development in the strategic area of the Central Highlands. Innovate and improve the quality and effectiveness of mass mobilization work, pay attention to the material and spiritual life of people in the project area; pay special attention to the local ethnic minorities.
