The resolution emphasized: "The entire people, the entire Party and the Government must definitely use all their strength to support the Dien Bien Phu campaign and must definitely do everything necessary to achieve total victory for this campaign."

The resolution stated: "Our army's first and second attacks on the Dien Bien Phu front were both victorious, destroying two-fifths of the enemy's forces, occupying the high points in the north and most of the high points in the east of Muong Thanh area, controlling the airport and effectively limiting enemy supplies, creating basic conditions for our army to complete the mission."

However, the Resolution also pointed out the shortcomings that many of our cadres had, which were "subjective underestimation of the enemy, inadequate sense of responsibility, and general bureaucratic style, which caused unnecessary losses and limited our victory to some extent."

At the same time, the Resolution clearly stated: "The Dien Bien Phu campaign has a very important meaning for the military and political situation in Indochina, for the maturity of our army as well as for the cause of protecting world peace . Therefore, we must resolutely win this campaign."

Accordingly, the Resolution requires commanders at all levels and all cadres to: "Strive to uphold the sense of responsibility before the people, the army and the Party, resolutely correct past shortcomings, continue to thoroughly understand the motto "fight firmly, advance firmly", strive to overcome difficulties to complete the preparation task and achieve complete victory for this campaign".

Bring all forces to support the Dien Bien Phu Campaign

To achieve total victory for this campaign, the Resolution also required “the entire people, the entire Party and the Government to definitely use all their strength to support the Dien Bien Phu campaign and to definitely do everything necessary to achieve total victory for this campaign. All cadres and party members in units and agencies at the Dien Bien Phu front must clearly recognize the honor and heavy responsibility in this historic campaign, at the same time make all soldiers thoroughly understand the determination of the Central Committee, continue to promote the heroic fighting spirit and endure hardships to achieve total victory for this campaign”.

To implement this Resolution, the Regional Party Committees, Provincial Party Committees and Resistance Committees made every effort to mobilize human and material resources in their localities. In the General Collection “The Winter-Spring Strategic Offensive 1953-1954” by General Hoang Van Thai, it is clearly stated: “The people of the Northwest, Viet Bac, Inter-zone 3, Thanh - Nghe - Tinh, with ardent patriotism and intense hatred for the enemy, and encouraged by the land reform, enthusiastically joined the army, worked as laborers, contributed rice, buffaloes, cows, chickens, pigs... to the front line. The people in the enemy's rear also sent their children and rice to the Dien Bien Phu front.

To ensure the road from the rear (a total of about 3,300 kilometers), we used 25 main bridge and road teams consisting of 5,000 people, 1,200 sailors at 60 ferry terminals, and tens of thousands of laborers. The General Staff also used an additional 37th anti-aircraft artillery battalion and many 12.7 anti-aircraft machine gun companies to protect key points. To carry out the transportation task, in addition to 628 cars, there were also hundreds of thousands of laborers, tens of thousands of bicycles, thousands of rafts, and hundreds of pack horses. On the transportation front, soldiers, laborers, youth volunteers, and the transportation sector exerted great efforts, determined to defeat the enemy's plot to cut off our supplies. With the slogan: "not a single time-exploding bomb left behind, not a single road left unrepaired, not a single night missed the transportation plan", they worked day and night to ensure the road was clear.

The porters tried to carry double the load, some carried hundreds of kilograms, some carried bicycles over three hundred kilograms, the cars increased the speed of loading and unloading, extending the transportation distance. On the Nam Na route, rafts crossed hundreds of waterfalls to bring rice to Lai Chau. Anti-aircraft troops shot down many planes. The sailors drove ferries continuously night after night to transport vehicles across the river. This was a fight of hundreds of thousands of people.

Along with the efforts of the rear and the transportation front, our army also made great efforts at the front. The troops were promptly reorganized, supplemented with troops and equipment, and training experiences were summarized right on the battlefield.
