On August 4, Senior Lieutenant General Thai Dai Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army, signed Official Dispatch No. 4448/CD-TM of the General Staff to agencies and units of the Army on urgently overcoming the consequences of floods, flash floods, and landslides in the provinces of Dien Bien , Son La, and Nghe An; heavy rain in mountainous areas, midlands of the North and North Central regions.

Accordingly, implementing the Prime Minister's Official Dispatch No. 919/CD-TTg dated August 2, 2025 on focusing on overcoming the consequences of floods, flash floods, and landslides in Dien Bien, Son La, and Nghe An provinces, the General Staff requested agencies and units to continue to strictly maintain the on-call regime, grasp the situation, especially the heavy rain from August 4 to August 7, 2025 in the mountainous and midland areas of the North; use forces to participate in overcoming the consequences caused by floods, landslides; support affected people in the area to quickly stabilize their lives and production.
Military Regions 1, 2, 3, and 4 directed the Military Commands of the provinces (especially Dien Bien, Son La, and Nghe An provinces) to promote the role of the Standing Office of the Civil Defense Command, closely coordinate with departments, branches, and organizations to help local leaders and authorities use all measures to quickly overcome the consequences of floods and landslides.

The 12th Corps and its branches and corps closely coordinate and cooperate with localities where they are stationed and where they perform their tasks; mobilize forces and means to help people overcome the consequences of rain, floods and landslides.
In addition, the Air Defense - Air Force, Corps 18 is ready to transport food, necessities, medical supplies... to isolated areas in the fastest time and rescue when ordered.
The Signal Corps directed units to prepare plans to ensure communication for directing and operating rescue work, especially in isolated areas.
The Military Industry-Telecoms Group directed units to urgently restore communication systems and fiber optic cables; coordinate with Military Regions 2 and 4 to use drones to support localities in early detection of areas at risk of flash floods, landslides, and timely warnings and evacuation of people to safety when required.
The General Staff requests the General Departments: Logistics-Technology, Defense Industry, General Department II, according to their functions and tasks, to strengthen direction, urge, and inspect subordinate units to be ready to do a good job of response, ensure safety of warehouses, factories, weapons and equipment, prepare well for logistics and technical support for incident response, natural disasters and search and rescue; proactively coordinate, issue and promptly transport rescue supplies and equipment to help localities respond and overcome consequences when requested./.
