On August 4, at Da Lat University (Lam Dong) , the Ministry of Education and Training summarized the work of national defense and security education (QPAN); military and defense work; anti-terrorism in the 2024-2025 school year and the direction and tasks for the 2025-2026 school year.

Attending were leaders of Departments and Bureaus under the Ministry; Dr. Le Minh Chien - Principal of Dalat University; leaders of Departments of Education and Training, universities and academies.
Synchronized, achieving many outstanding results
According to the representative of the Department of National Defense Education, in the 2024-2025 school year, the Departments of Education and Training, educational institutions and National Defense Education Centers will strictly implement the direction of the Ministry of Education and Training. Thoroughly grasp the resolutions and directives of the Party and the laws of the State. Content, programs and duration are guaranteed. Teaching methods are increasingly innovative, strongly applying information technology and digital transformation.
In particular, this is the first year that National Defense Education has been integrated into primary and secondary school subjects according to Circular 08/2024/TT-BGDDT, contributing to forming basic awareness and skills for students from an early age.
At the high school level, the National Defense Education program is implemented in accordance with Circular 46/2020/TT-BGDDT. Many schools organize sports competitions, seminars, and professional activities to improve practical effectiveness. Inspection and evaluation work is carried out seriously, ensuring honesty and objectivity.
As a result, more than 3.1 million high school students and over 510,000 students from universities and colleges of education participated in studying National Defense Education; the rate of students achieving good, excellent and excellent results was 67%, an increase of 5% compared to the previous school year.
The work of building a team of teachers and lecturers is focused on. Currently, the country has 9,026 teachers and lecturers of National Defense Education, of which the general education sector accounts for more than 7,000 people. The Ministry has coordinated to organize 2 national training courses for 1,200 managers, teachers and lecturers; updating knowledge and teaching skills, integrating National Defense Education content with political education, ethics and life skills.
Facilities and equipment have been strengthened and newly invested. Many units have purchased additional weapons, equipment, model teaching aids, MBT-03 shooting practice equipment; built and upgraded training grounds and training grounds. Some schools such as Hanoi National University, Ho Chi Minh City National University, Da Nang University, etc. have proactively compiled documents, applied software for course registration and result lookup, and publicly and transparently issued certificates.
Military and national defense work is strictly implemented according to the Law on National Defense, the Law on Military Service, and the Law on Civil Defense. Last school year, the Ministry of Education and Training selected and sent 372/400 male university graduates to train as reserve officers, reaching 93% of the target, with many facilities exceeding the assigned plan.
In counter-terrorism, units have developed plans and response strategies, coordinated with local police and military forces to organize training and exercises. In 2025, the Ministry has completed the Counter-Terrorism Steering Committee consisting of 19 members, enhanced inter-sectoral coordination, and been ready to respond to all situations.
Key tasks for the 2025-2026 school year
Deploying the tasks for the 2025-2026 school year, the representative of the Department of National Defense Education, Ministry of Education and Training requested to continue perfecting the institution, enhancing the state management capacity on National Defense Education, military, national defense, and counter-terrorism; effectively implementing in the context of the two-level local government model. Localities and educational institutions need to proactively develop plans, ensure safe and quality teaching and learning, and link National Defense Education with moral education, life skills, patriotism, and civic awareness.
In particular, develop a team of teachers and lecturers of National Defense Education to ensure sufficient quantity, improve quality, and gradually standardize; synchronously invest in facilities, weapons and equipment, training grounds, and training grounds; strictly implement the registration and management of weapons according to regulations. At the same time, increase sports and competitions of National Defense Education at all levels, preparing for the 4th National Sports Festival in 2026.
Discussing at the Conference, leaders of the Department of Education and Training, universities, and National Defense Education Centers expressed their determination to innovate and improve the overall quality of the subject.
The representative of the Ministry of Education and Training also expressed his hope that the National Defense Education subject in the 2025-2026 school year will contribute to building a solid national defense, a solid people's security posture, and firmly protecting the socialist Vietnamese Fatherland in the new situation.
