Ha Trung commune was established on the basis of merging the communes: Ha Dong, Ha Ngoc, Yen Son, Ha Trung town and part of Ha Binh commune with a population of 30,151 people, with 69 party organizations under the party committee, with 2,360 party members. Carrying out the tasks for the period 2020-2025 with many difficulties and challenges, but with the attention, direction and support of the province, the efforts of party committees at all levels, authorities, unions, business communities and people, Ha Trung commune achieved quite comprehensive results in all fields. Of the 25 main targets set, 19 targets were achieved and exceeded the plan. Notably: The average annual growth rate reached 7.12%. Agricultural production shifted towards commodity production, developing concentrated farm and family production models. Focusing on applying science and technology to production, combined with crop and livestock conversion to bring high economic efficiency. The commune has 12 more products rated as OCOP 3-4 stars. Industry and construction have developed quite well, contributing to a strong shift in the economic structure of the commune, with an average annual production value increasing by 21.84%.
The program of building new rural areas and advanced new rural areas has been implemented with attention. Currently, the commune has achieved 13/19 criteria for advanced new rural areas, with 1 village achieving model new rural area status, 100% of villages achieving new rural standards, 10 sub-areas achieving cultural standards, and Ha Trung town (old) achieving civilized urban standards. Rural infrastructure works have been invested in and renovated with diverse capital sources, the appearance of residential areas is increasingly spacious, bright, green, clean, and beautiful. Many new production models have initially had good results; many large programs, projects, and plans have been implemented to serve economic development and improve the quality of urbanization...
Social security is ensured, people's material, cultural and spiritual life is improved. Average income per capita (in 2025) is estimated at 66 million VND, 1.5 times higher than in 2020. National defense and security are strengthened, politics are stable, social order and safety are ensured. The work of building the Party, government, the Fatherland Front, and socio-political organizations has many innovations in propaganda, mobilization, and gathering the great national unity bloc. The work of training, fostering, and improving the level of political theory and professional skills for cadres and party members; strengthening the protection of the Party's ideological foundation, promptly grasping public opinion to orient appropriate propaganda is focused on.

After more than 1 month of implementing the 2-level local government model, the administrative apparatus at the commune level has been operating stably, increasing efficiency in handling administrative procedures and serving the people; promoting the proactive role of the people in the process of local socio-economic development, contributing to bringing the government closer to the people.
The achievements in recent years are an important premise for the 2025-2030 term, Ha Trung commune strives for an annual growth rate of total product value of 12%; average income per capita (in 2030) of 90 million VND or more; investment capital from the local State budget of 411 billion VND or more; average annual budget revenue growth rate of 7% or more; by 2030, 96% of the population will participate in health insurance, 100% of schools will meet national standards, 87% of families will meet cultural family standards; the poverty rate will decrease by an average of 0.5% annually.
With the motto: Solidarity - Responsibility - Creativity - Development, in the 2025-2030 term, the Party Committee of Ha Trung commune continues to unite, unify, promote democracy, dynamism, creativity, promote Party building and the political system, strongly innovate the leadership methods of Party committees at all levels. Improve the effectiveness of State management, direction and administration of the government; create clear changes in the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations. Strengthen the fight against corruption, waste, negativity, signs of degradation, "self-evolution", "self-transformation". Strengthen the great solidarity bloc, consolidate the people's trust in the Party and the State. At the same time, focus on leading the economic restructuring towards increasing the proportion of industry - construction, trade - services, reducing the proportion of agriculture, increasing people's income, associated with environmental protection, responding to climate change. Focus on leadership and mobilize maximum resources to build communes that meet advanced NTM standards. Strengthen national defense and security, ensure social order and safety; strengthen measures to suppress crimes and social evils, promptly resolve complicated cases, create a safe, healthy and stable environment for socio-economic development, and protect peace for the people.
In addition, the commune focuses on breakthroughs in administrative reform, especially administrative procedure reform, creating a healthy, transparent and equal investment and business environment to attract investment, creating favorable conditions for economic sectors to develop. At the same time, strengthen the application of science, technology, innovation and digital transformation; build digital government, digital economy, digital society to increase productivity, quality and efficiency in all fields; improve the quality of life of the people. Build a team of cadres, civil servants and public employees, especially leaders and managers with sufficient capacity, qualifications, prestige, dare to think and dare to do to meet the requirements of tasks in the new situation, strive to achieve the advanced NTM standards by 2030, and basically achieve the criteria of a type IV urban area by 2035.
